Job summary

ENS Solutions, LLC is a service-disabled veteran owned IT consulting and management firm serving the DoD and Intelligence Community. We seek a Business Analyst/Program Leader to analyze organizational needs, manage large initiatives, and drive improvements across the enterprise.

Responsibilities include leading process re-engineering, policy development, IT audit support, and guiding programs from planning to delivery while mentoring teams to align with strategic objectives.

Qualifications

  • Bachelor’s degree in business, management, or related field.
  • 7+ years of experience in a relevant business area; 10+ years if no degree.
  • Strong analytical, problem-solving, and communication skills.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Project management, process improvement methods (Six Sigma), and leadership; MS Visio, MS Project, or JIRA often required.
  • Certifications such as PMP, Six Sigma Black Belt, ITIL may be required for some roles.

  • Develop project schedules, test plans, manage resources, and ensure timely deliverables.
  • Perform administrative and staff support, schedules, and meetings coordination.
  • Provide expertise in domains like Records & Information Management, IT/cyber strategy, EA, Risk, or TT&E.
  • Support IT audit activities (e.g., FISMA) by reviewing evidence and coordinating responses.
  • Lead programs like COOP and BCP and engage with IC/DoD.
  • Collaborate with leaders to manage requirements and build consensus on strategic initiatives.
  • Mentor teams to achieve goals and drive continuous improvement.
  • Oversee records management and IT/cyber policy programs.
  • Act as officers and develop strategic plans.

Job description

The Business Analysis is a subject matter expert and program leader responsible for analyzing organizational needs, managing complex initiatives, and driving significant improvements across the enterprise. This role blends hands‑on analytical and staff support functions with strategic leadership to enhance business processes, ensure compliance, and guide programs within a specialized domain. Operating with increasing autonomy, the analyst will manage tasks ranging from policy development and IT audit support to leading major process re‑engineering projects. This position requires deep expertise to manage projects, advise leadership, mentor team members, and ensure the successful alignment of programs with strategic objectives.

Duties May Include:

  • Research and analyze information from diverse sources to prepare reports, presentations, and strategic recommendations for leadership.

  • Lead and manage business process development, improvement, and re‑engineering initiatives, applying metrics and performance measures to track progress and success.

  • Develop, coordinate, and review strategic guidance, organizational policies, and performance assessments to ensure alignment with goals.

  • Serve as a primary action officer or project manager, overseeing the full lifecycle of initiatives from planning and resource management to execution and delivery.

  • Develop and maintain project schedules (IMS), create test plans, manage resources, and ensure the timely completion of all deliverables.

  • Perform administrative and staff support functions, including managing schedules, coordinating meetings, and maintaining official records.

  • Provide deep subject matter expertise in a specialized domain, such as Records & Information Management (RIM), IT and Cybersecurity strategy, Enterprise Architecture, Risk Management, or Test, Training & Exercises (TT&E).

  • Support and manage IT audit activities (e.g., FISMA) by reviewing evidence, tracking findings, and coordinating responses to ensure compliance.

  • Provide coordination and leadership for key programs such as Continuity of Operations (COOP) and Business Continuity Planning (BCP).

  • Lead and facilitate internal and external engagements across the Intelligence Community (IC) and Department of Defense (DoD).

  • Collaborate with senior leaders and stakeholders to manage requirements, de‑conflict issues, and build consensus on strategic initiatives.

  • Lead and mentor teams to achieve performance goals, foster a culture of continuous improvement, and provide clear strategic direction.

  • Beyond these core functions, the position extends into numerous specialized areas, including leading process improvement initiatives, developing, and managing IT and cybersecurity policy, and overseeing records and information management programs.

  • Business Analysts are also tasked with strategic and administrative duties, such as performing as action officers, managing IT audits for compliance with standards like FISMA, conducting organizational performance assessments, and developing strategic plans.

  • A minimum of a Bachelor’s degree in a business, management, or a related field.

  • A minimum of 7+ years of experience demonstrated in a relevant functional or cross‑functional business area. In lieu of a degree, 10+ years of experience.

  • Highly developed critical thinking, problem‑solving, and communication skills (oral and written).

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) is essential.

  • Demonstrated expertise in project management, process improvement methodologies (e.g., Six Sigma), and leadership. Proficiency in specialized tools such as MS Visio, MS Project, or JIRA is often required.

  • Relevant certifications (e.g., PMP, Six Sigma Black Belt, ITIL) may be required for certain positions.
