Job Title: Business Analyst/Project Manager

Reports to: Chief Technology Officer

OVERVIEW OF THE AGENCY AND THE POSITION

The Massachusetts Peace Officer Standards and Training (POST) Commission is an independent agency that oversees law enforcement departments and officers throughout the Commonwealth. The Commission is charged with the following:

  • Establishing certification standards for law enforcement departments and officers;
  • Determining whether those standards have been met;
  • Developing regulations and policies governing law enforcement;
  • Decertifying, suspending, or ordering retraining for officers who commit misconduct or otherwise fail to satisfy requirements;
  • Maintaining, analyzing, and disseminating information regarding law enforcement; and
  • Conducting investigations, adjudicatory proceedings, and public hearings regarding such matters.

The Commission is governed by, and enforces, Chapter 6E of the Massachusetts General Laws. Pursuant to that statute, the Commission collaborates with the Commonwealth’s Municipal Police Training Committee (MPTC) in several areas of its work.

The POST Commission is seeking a motivated and detail-oriented Business Analyst / Project Manager (BA/PM) to join our Information Technology Division. Reporting directly to the Chief Technology Officer, this role offers a unique opportunity to play a key part in shaping the Commission’s data and technology strategies. The successful candidate will apply both analytical and technical expertise to develop, maintain, and enhance data-driven solutions that serve a vital public mission.

In this position, the BA/PM will collaborate with a diverse range of stakeholders to deliver user-focused solutions, leveraging agile project management methodologies and modern technologies. Your work will directly impact the Commission’s ability to innovate and operate efficiently, ensuring that technology aligns seamlessly with business goals.

POSITION FUNCTIONS AND RESPONSIBILITIES

General Functions:

The IT Business Analyst and Project Manager (BA/PM) plays a critical role in understanding and interpreting the POST Commission’s service framework and business objectives. This individual will act as a strategic liaison between Commission leadership and technical teams, ensuring clear communication of business needs and priorities. The BA/PM will analyze and document business processes, collaborating closely with operational staff to design solutions that support efficient workflows and high-quality service delivery. A strong advocate for user experience, the BA/PM will champion solutions that meet the needs of diverse user groups. This position is responsible for aligning technology initiatives with organizational goals, facilitating cross-functional collaboration, and proactively identifying opportunities to enhance services and address emerging challenges.

Specific core responsibilities of this position include:

  • Continually review and understand the POST Commission’s operational needs, understand information flows, and process architecture necessary for implementation of business solutions .
  • Gather, understand, and define business requirements to enable product development .
  • Identify and document functional requirements, use cases/user stories, and other information that informs the most valuable business outcome, using automation where possible .
  • Manage and support expectations of program stakeholders through analysis of information obtained from various sources, including public outreach, constituent inquiries, and social media .
  • Advise engineering, design, product management, and project management staff to help interpret requirements .
  • Manage the ticketing system for related projects, assign tasks and manage QA and releases .
  • Work with business teams, technical teams, and others to ensure a high-quality user experience that is continuously improved upon.
  • Define clear acceptance criteria for solution features that will be used by technical vendors and staff.
  • Coordinate with technology team members regarding any changes to State regulations to identify the impact on business processes and systems and recommend modifications as necessary.
  • Support the POST Commission non-technical teams as needed .
  • Create solid documentation of processes and usage of all applications across the IT area .
  • Report to the Commission's Boston office at least two days per week and as otherwise directed.
  • Perform other duties as assigned.

SALARY RANGE

Anticipated range: $85,000 - $95,000.

    ESSENTIAL QUALIFICATIONS:

    The following are essential qualifications for the position:

    • Bachelor’s degree in information technology, Business Administration, or another related field .
    • Experience in a role utilizing the above skills and with similar extensive responsibilities.
    • Proven Minimum of 3-5 years of experience in related work, public sector a plus.

    Preferred Knowledge, Skills & Abilities:

    • Ability to quickly grasp technical concepts, and to learn and use new technology tools .
    • Ability to identify and influence relevant business and tech stakeholders and work closely with them to identify acceptable solutions to opportunities or challenges .
    • Ability to define a product objective, and logically reverse engineer the path and communications to achieve the objective .
    • Ability to execute with incomplete information; great product instincts and an ability to create order from divergent needs .
    • Ability to document and communicate complicated concepts clearly and concisely through both writing and oral and visual presentation .
    • Demonstrated experience in describing and implementing new business operational solutions, especially supporting new business processes and/or new technologies .
    • Demonstrated experience in defining detailed business support processes and detailed technological processes, enabling a high-quality available solution within a regulated environment .
    • Strong organizational, multi-tasking, and critical thinking skills, as well as attention to detail and commitment to quality and accuracy .
    • Self-motivated with the ability to prioritize tasks in a fast-paced environment to meet deadlines and manage competing demands.
    • Ability to work independently, as well as within project teams, providing relevant system analysis services .
    • Knowledge and understanding of police reform and/or peace officer standards and training organizations a plus .
    • Familiarity with/ willingness to learn about the tools and platforms being used on this project such as project management and documentation systems; CRM systems, Enterprise databases, and Cloud Services.
    • A commitment to reside within 50 miles of the Commission’s Boston office while employed by the Commission.
    • A willingness and ability to report to work in the Commission’s Boston office when required to do so (the current requirement being two days per week and as otherwise directed) .
