Job summary

Jobot Consulting is seeking a Business Analyst for Medicaid/Health & Human Services initiatives. You will support complex programs across business and technology teams to improve capabilities, governance, and enterprise architecture.

The role requires strong experience in business architecture, process improvement, and enterprise initiatives, with opportunities for collaboration across CMS and MITA frameworks. Experience in public-sector health programs is a plus.

Responsibilities

• Lead complex, cross-functional initiatives involving business capability assessments, business process modeling and analysis, and business process improvement.
• Define and maintain strategies, principles, standards, and governance practices that guide business architecture across the enterprise.
• Contribute to the MITA State Self-Assessment as an ongoing enterprise architecture activity, maintaining alignment across business, information, and technical architecture.
• Facilitate cross-program working sessions that drive clear decisions, ownership, timelines, and documented outcomes.
• Establish and lead architecture workgroups with clearly defined objectives, deliverables, and timelines.
• Develop business architecture artifacts aligned with the current MITA framework and evolving capability-based architecture models.
• Analyze policy changes and trace their impact across business capabilities, systems, requirements, testing, and supporting evidence.
• Support CMS certification readiness by coordinating documentation, evidence, requirements, and applicability throughout the project lifecycle.
• Manage assigned work within authorized hours, estimate effort, track utilization, and communicate risks or overruns.
• Produce client-ready deliverables using a collaborative draft-and-review process.
• Transfer knowledge to client resources and progress them to co-delivery and ownership.
• Develop accessible documentation complying with Section 508/ADA using client-approved tools.

Business Analyst – Medicaid / Health & Human Services

As a Business Analyst, you will support complex, high-profile initiatives across a large Medicaid and Health & Human Services enterprise. You will work across business, technology, and program teams to improve capabilities, processes, governance, and enterprise architecture.

Key Responsibilities

• Lead complex, cross-functional initiatives involving business capability assessments, business process modeling and analysis, and business process improvement.
• Define and maintain strategies, principles, standards, and governance practices that guide business architecture across the enterprise.
• Contribute to the Medicaid Information Technology Architecture (MITA) State Self-Assessment as an ongoing enterprise architecture activity, maintaining alignment across business, information, and technical architecture.
• Facilitate cross-program working sessions that drive clear decisions, ownership, timelines, and documented outcomes.
• Establish and lead architecture workgroups with clearly defined objectives, deliverables, and timelines.
• Develop business architecture artifacts aligned with the current MITA framework as well as evolving capability-based architecture models.
• Analyze federal and state policy changes and trace their impact across business capabilities, systems, requirements, testing, and supporting evidence.
• Support CMS certification readiness by coordinating documentation, evidence, requirements, and applicability throughout the project lifecycle.
• Manage assigned work within authorized project hours, accurately estimate effort, track utilization, and proactively communicate risks or potential overruns.
• Produce high-quality, client-ready deliverables using a collaborative draft-and-review process.
• Transfer knowledge and build internal organizational capability by partnering closely with designated client resources and progressing them from observation to co-delivery and independent ownership.
• Develop accessible documentation that complies with Section 508, ADA, and applicable accessibility requirements using client-approved tools and repositories.

Business Architecture

Process Improvement & Change Management

Minimum 3 years of full-time-equivalent experience with business process re-engineering and organizational change management.

Preferred Qualifications

• Bachelor’s degree from an accredited college or university.
• 2+ years of experience working from an enterprise-wide perspective across business strategy, processes, capabilities, enabling technologies, and governance.
• 2+ years identifying organizational structural issues, functional interdependencies, and cross-functional or cross-silo redundancies.
• 2+ years modeling business processes using multiple tools, methodologies, and techniques.
• 2+ years working with Centers for Medicare & Medicaid Services (CMS) certification goals and processes.
• 2+ years developing and implementing organizational governance structures.
• 2+ years collaborating across business units to identify opportunities for process improvement and operational efficiency.
• 2+ years analyzing business processes and their relationship to organizational objectives and underlying technical infrastructure.
• 2+ years supporting Medicaid or another Health & Human Services program.
• 2+ years working with the Medicaid Information Technology Architecture (MITA) Framework.

Experience in any of the following areas is beneficial but not required: Ardoq or similar enterprise architecture platforms; BPMN; Medicaid eligibility or claims systems; HL7 FHIR implementation guides; USCDI; CMS certification frameworks; Streamlined Modular Certification; APD/OAPD development; T-MSIS; or other large-scale Medicaid and Health & Human Services technology modernization initiatives.
