Business Analyst — Human-Centered Design and Accessibility
Location Washington, DC metro area — remote with occasional on-site presence; local residency required
Clearance Public Trust Tier 2 (Moderate Background Investigation)
The Business Analyst is responsible for determining what federal business offices actually need and converting it into work engineering teams can build. Products in this environment have historically failed accessibility requirements, so designing accessibility in rather than remediating it later is a core part of the role. An important part of the value here is identifying requests where the correct answer is a process change or reuse of an existing capability rather than new software. This role works closely with government product managers, the solutions architect, delivery engineers, and business office stakeholders.
Level: Mid-level — 5 to 7 years
Location: Remote, with occasional on-site presence in Washington, DC. Candidates must currently reside in the Washington, DC metropolitan area (DC, Maryland, or Northern Virginia). Relocation is not offered.
Clearance: Public Trust Tier 2 (Moderate Background Investigation). U.S. Citizen a Must. An active Tier 2 Public Trust or higher is strongly preferred.
Key Responsibilities
Discovery and Requirements Engineering
- Run structured interviews, workflow analysis, and user research to establish the real problem, its constraints, and its measures of success.
- Convert findings into epics, features, and user stories with clear, testable acceptance criteria.
- Group findings into logical themes, document dependencies, and apply prioritization criteria consistently.
- Identify requests better answered by a process change, configuration, or reuse of an existing product than by new development.
Human-Centered Design and Usability
- Apply a four-step human-centered design cycle — define, ideate, prototype and test, implement — and repeat it as increments reach users.
- Identify all affected parties, not only end users: reviewers, approvers, support staff, administrators, and people affected by outcomes who never log in.
- Plan and run usability testing with representative users and translate findings into backlog changes before release.
- Produce journey maps, service blueprints, and wireframes to validate intent before build.
Accessibility and Section 508 Compliance
- Design to Section 508 and WCAG 2.1 AA standards from the start and specify accessibility acceptance criteria per story.
- Verify accessibility using automated scanning and screen reader testing; track findings as corrective actions cleared before release.
- Produce and maintain accessibility conformance documentation per product.
Traceability and Backlog Management
- Maintain requirements traceability from the intake record through epics, stories, acceptance criteria, test cases, and the release that satisfied them.
- Maintain backlog hygiene in the delivery platform, including required fields and definitions of ready.
- Support user acceptance testing including test instructions, staged data, and live assistance.
Stakeholder Facilitation and Measurement
- Facilitate requirements and design sessions and produce summaries, decisions, and action items.
- Report experience measures: task completion, time on task, error and rework rate, abandonment, and burden reduced.
- Align customer experience reporting to OMB Circular A-11 Section 280 where applicable.
Required Qualifications
Education
- Bachelor’s degree in Information Systems, Human-Computer Manropeaction, Business, or a related field, or equivalent experience.
Experience
- 5 to 7 years as a business analyst, product analyst, or requirements analyst on software delivery, including leading your own discovery sessions with business stakeholders.
- Demonstrated experience writing user stories and acceptance criteria that developers and testers work from directly.
- Hands‑on accessibility experience, including remediating or preventing Section 508 findings.
- Experience in a federal environment supporting business or program offices.
Technical Skills
- Practical accessibility skill: Section 508, WCAG 2.1 AA, automated scanning tools such as axe or WAVE, and screen reader testing with JAWS or NVDA.
- Proficiency in Azure DevOps or Jira for backlog and traceability management.
- Prototyping and design collaboration in Figma or a comparable tool.
- Familiarity with ServiceNow as an intake and demand management platform.
- Ability to read data and build basic reporting in Power BI, Tableau, or comparable.
Certifications (Preferred)
- Certified Business Analysis Professional (CBAP) or Entry Certificate in Business Analysis (ECBA)
- Certified Professional in Accessibility Core Competencies (CPACC) or Web Accessibility Specialist (WAS)
- Certified ScrumMaster (CSM) or Professional Scrum Product Owner (PSPO)
- Plain-language writing is a job requirement here, not a preference.
- Willingness to recommend not building something when that is the right answer.
- Experience producing an Accessibility Conformance Report.
- Comfort facilitating sessions with stakeholders who are short on time.
