Scrum Master and Agile Coach (Federal Product Teams)
Location Washington, DC metro area — remote with occasional on-site presence; local residency required
Clearance Public Trust Tier 2 (Moderate Background Investigation)
The Scrum Master and Agile Coach is responsible for running delivery cadence for federal product teams and for building the practice inside the agency so it can be sustained without contractor facilitation. The customer is establishing a Center of Excellence delivery model with constrained staff, so coaching happens inside real work on real backlogs rather than in classroom sessions. This role works closely with government product managers acting as product owners, delivery engineers, and the program manager.
Level: Mid-level — 5 to 7 years
Location: Remote, with occasional on-site presence in Washington, DC. Candidates must currently reside in the Washington, DC metropolitan area (DC, Maryland, or Northern Virginia). Relocation is not offered.
Clearance: Public Trust Tier 2 (Moderate Background Investigation). U.S. Citizen a Must. An active Tier 2 Public Trust or higher is strongly preferred.
Key Responsibilities
Agile Delivery Facilitation
- Facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews with requesters present, and retrospectives.
- Compute available capacity from recent delivery trends adjusted for leave, holidays, expected scope change, and dependency risk before commitments are made.
- Remove impediments and elevate those the team cannot clear.
- Renegotiate sprint commitments openly when unplanned production work consumes protected capacity.
Coaching and Capability Building
- Coach government product owners on backlog priority, story writing, and acceptance criteria.
- Transfer facilitation and artifact ownership progressively to federal staff so the cadence survives without contractor support.
- Deliver practical working sessions on Agile ceremonies, product roadmaps, user story development, and retrospective facilitation.
- Prioritize improvement recommendations by time to value, cost effectiveness, feasibility, and mission impact.
Flow and Delivery Metrics
- Establish shared definitions of ready and done so completeness means the same thing across product teams.
- Select and blend Scrum and Kanban based on the nature of each work stream, using explicit work-in-progress limits and classes of service to protect operations capacity.
- Report velocity and trend, commitment reliability, carryover, cycle age, lead time to change, backlog age, and throughput.
Cross-Team Planning and Dependency Management
- Facilitate quarterly cross-team planning to align capacity, dependencies, and sequencing before commitments are made.
- Maintain a cross-team dependency view between planning events.
- Apply a common board and workflow standard when additional vendors or teams onboard.
Center of Excellence Assets
- Build and maintain reusable assets: board structures, required fields, story and acceptance-criteria templates, and worked examples.
- Contribute to a community of practice repository of guidelines and playbooks.
Required Qualifications
Education
- Bachelor’s degree in Information Systems, Business, or a related field, or equivalent experience.
Experience
- 5 to 7 years as a Scrum Master, Agile coach, or Agile delivery lead, including running cadence for more than one team at a time.
- Demonstrated experience coaching people who do not report to you, including customer staff.
- Experience presenting delivery metrics to management and explaining what they indicate.
Technical Skills
- Working proficiency in Azure DevOps boards or Jira, including board configuration, queries, and reporting.
- Practical command of both Scrum and Kanban mechanics including work-in-progress limits, classes of service, and service level expectations.
- Familiarity with scaled planning practice such as SAFe program increment planning or Lean Portfolio Management.
- Familiarity with DevOps delivery measures: lead time to change, deployment frequency, change failure rate, and mean time to restore.
- Reporting proficiency in Power BI, Tableau, or native platform dashboards.
Certifications (Preferred)
- Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or SAFe Scrum Master
- SAFe Agilist or SAFe Product Owner / Product Manager
- ICAgile certification
- Project Management Professional (PMP)
- Ability to introduce practice that replaces existing effort rather than adding to it.
- Experience moving a team from waterfall to iterative delivery without disrupting operations.
- Credibility with engineers as well as managers.
- Patience for coaching in an environment under staffing pressure.
