The role focuses on gathering, reporting, and performance for workforce programs, with training on SC Works Online Services (SCWOS) and support for state and local staff.

The ideal candidate analyzes problems, communicates requirements to systems personnel, and delivers excellent customer service to internal and external stakeholders.

Qualifications

  • Bachelor’s degree in a related field and any relevant training or experience.
  • Experience reading, researching, understanding, and communicating federal reporting and management system requirements.
  • Experience conducting data analysis and presenting results effectively.
  • Must provide quality customer service to internal and external stakeholders.
  • Experience using SQL and Microsoft Office (Word, Excel, PowerPoint, Outlook).

  • Provide technical assistance to system users with varying levels of technical or workforce system expertise.

Job Description

Do you enjoy troubleshooting technical issues in computer systems, providing exceptional customer service, and managing projects? Join our Workforce Policy, Tech & Training team as a Business Analyst within the Workforce Development Division (WDD).

The WDD team manages research and policy development, federal reporting, and workforce system Memorandums of Understanding (MOUs) and infrastructure funding agreements (IFAs). As a member of the WDD team, the Business Analyst will perform business analyst functions regarding collection, reporting, and performance for workforce programs. Additionally, this role will provide training and technical assistance to state and local staff on SC Works Online Services (SCWOS) system navigation and functionality in accordance with program requirements. An ideal candidate will be able to analyze problems and find solutions, work effectively with others toward a common goal, offer excellent customer service, and take initiative on projects and commitments.

Key Responsibilities

Under limited supervision, the Business Analyst will:

  • Serve as a point of contact for the state's case management and labor exchange system.
  • Provide technical assistance to various users of the system with varying levels of technical, website or workforce system expertise.
  • Collaborate with team and vendor to ensure issues are resolved in a timely fashion.
  • Manage system-related projects and ensures professional and quality support is provided to staff, employers, jobseekers, and constituents.
  • Utilize SQL to conduct programmatic and case management system utilization analyses to support data driven program decision making.
  • Create documentation to ensure maintenance and administration is standardized.
Minimum and Additional Requirements:

A bachelor’s degree in a related field and relevant training or experience; OR a high school diploma and any equivalent combination of education, relevant training and experience sufficient to perform the essential functions of the position. Must be able to read, research, understand, and communicate the federal reporting and management system requirements for several workforce programs. Additionally, this position must have adequate experience and understanding of systems to provide valid analysis of information and communicate business requirements to systems and program personnel at the state and local levels in a professional and understandable manner. Experience conducting data analysis and presenting the results effectively. Must be able to provide quality customer service to internal and external stakeholders. Must have experience using SQL and Microsoft Office (Word, Excel, PowerPoint, Outlook).
