The Government Agency seeks a skilled Business Analyst to lead requirements capture and manage stakeholder needs from prioritization through feature writing, supporting development and deployment.

You will translate business processes into technical requirements, support change management, and assist with organizational planning across diverse environments, including configuration management and knowledge management. Strong communication is essential.

Qualifications

  • Bachelor's degree and 4+ years as a business analyst for the federal government.
  • Eligible to obtain and maintain a government security clearance.
  • Able and willing to work independently and in a fast-paced environment with tight deadlines, with minimal supervision.
  • Excellent interpersonal and communication skills for technical and non-technical audiences in a geographically dispersed environment.
  • Ability to produce high quality technical documentation and analysis.
  • Knowledge of Agile and DevSecOps methodologies.

Responsibilities

  • Envision, develop, and create requirements to improve tools to streamline processes to gain efficiencies and improve key metrics.
  • Apply different techniques to facilitate meetings and workshops, create shared understanding with stakeholders, and produce product and portfolio roadmaps.
  • Collaborates with stakeholders and product teams to decompose large epics into features and user stories for the development team.
  • Facilitate Increment and planning sessions with clients and team members to ensure planned work is well defined and understood.
  • Assist business analysts, team leads, clients, and others in using JIRA to track work across multiple product teams.
  • Provide guidance in using JIRA for reporting progress against epics and other work.
  • Use excellent communication skills to explain technical concepts to non-technical stakeholders and present findings and recommendations.

Overview

As aBusiness Analystyou will lead the collection, capture, and management of mission user needs from prioritization, concept development, and feature writing to support development and deployment. Provide expertise in business process and system analysis, design, improvement, and implementation efforts and in translating business process needs into technical requirements. Provide expertise in change management and training support. Provide organizational and strategic planning for a wide variety of technical and functional environments. Provide expertise in, but not limited to, Configuration Management, Strategic Planning, Knowledge Management, Business Analysis and Technical Analysis.

Responsibilities
  • Envision, develop, and create requirements to improve tools to streamline processes to gain efficiencies and improve key metrics.
  • Apply different techniques to facilitate meetings and workshops, create a shared understanding with stakeholders, and engage team-members to produce product and portfolio roadmaps.
  • Collaborates with stakeholders and product teams to decompose large epics into features and user stories that can be understood and approved by members of the development team.
  • Facilitate Increment and planning sessions with clients and team members to ensure that planned work is well defined, planned, articulated, and understood.
  • Assist business analysts, team leads, clients, and other team members in the use of JIRA as an Agile Lifecycle Management Tool to track work within the program across multiple product teams.
  • Provide guidance and assistance in the usage of JIRA for reporting of work progress against epics and other larger bodies of work or types of work.
  • Use excellent communication skills, both verbal and written. Ability to explain technical concepts to non-technical stakeholders and present findings and recommendations.
Qualifications
  • Bachelor's Degree and 4+ years of functioning as a business analyst for the federal government
  • Eligible to obtain and maintain and government security clearance
  • Able and willing to work independently and in a fast-paced environment with tight deadlines, with minimal supervision
  • Excellent interpersonal skills, as well as excellent communication skills, verbal and written to both technical and non-technical audiences that are in a geographically dispersed environment (conference calls, Teams, face-to-face)
  • Ability to produce high quality technical documentation and analysis
  • Take initiative to recommend process improvements and demonstrate creative thinking
  • Knowledge and experience with Agile and DevSecOps methodologies
  • Demonstrate sharp, analytical, problem solving, and decision-making skills
Preferred
  • Certified Scrum Master certification is preferred
  • Expereience with UAT and Software Testing
