Job Summary

The Railroad Commission of Texas is seeking an experienced Senior Business Analyst to support its Mainframe Reports and Extract initiative. The consultant will analyze business requirements, document data flows and business processes, investigate data discrepancies, and support the development and delivery of reports and data publishing solutions.

The ideal candidate will have strong experience in requirements gathering, report development, business process analysis, user acceptance testing (UAT), Snowflake, and Power BI. Experience with Oil and Gas systems or the Oil and Gas industry is preferred.

Key Responsibilities

• Gather, analyze, validate, and document business and technical requirements.
• Collaborate with business stakeholders and technical teams to design effective technical solutions.
• Analyze data, investigate data errors, and perform root cause analysis.
• Document data flows, reporting requirements, business processes, and system dependencies.
• Support report development, validation, and delivery.
• Work with Snowflake and Power BI for data analysis and reporting.
• Support publishing data to the Texas DIR Open Data Portal or the RRC website.
• Develop, execute, and validate user acceptance testing plans and test scenarios.
• Guide business users through UAT, training, and implementation activities.
• Maintain high-quality project documentation and deliverables.
• Work independently with limited supervision and provide guidance to other team members when needed.

Required Qualifications

• 8+ years of experience in business analysis, requirements gathering, and report creation.
• 8+ years of experience facilitating business requirements and collaborating with business stakeholders to design technical solutions.
• 8+ years of strong analytical, interpersonal, written, verbal, and presentation skills.
• 5+ years of experience supporting UAT, training, and implementation activities.
• 2+ years of experience with Snowflake and Power BI.

Preferred Qualifications

• 2+ years of Oil and Gas industry experience.
• Experience with Oil and Gas business systems.
• Experience with data publishing, data quality analysis, and complex reporting initiatives.
