Job summary

The Railroad Commission of Texas ITS Division seeks an experienced Business Analyst with report development experience, preferably with Oil and Gas systems knowledge. The candidate should meet the qualifications of a Business Analyst Level 3 in emerging technology.

Requirements include 8+ years in analysis, gathering requirements, and reporting, plus 2+ years in Oil & Gas. Start 11/09/2026 and end by 08/31/2027, up to 1600 hours. Normal business hours apply as per agency policy.

Required: - Experience in Oil and Gas industry

I. DESCRIPTION OF SERVICES

The Railroad Commission of Texas ITS Division requires the services of one experienced Business Analyst with report development experience, preferably with RRC Oil and Gas systems knowledge/experience, hereafter referred to as Candidate(s), who meets the general qualifications of a Business Analyst Level 3 in emerging technology, and the specifications outlined in this document.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

• 8 years - Strong interpersonal, collaborative, analytical, written/verbal/ presentation communication skills in English
• 8 years - Experience in gathering requirements and creating reports
• 8 years - Facilitating creation and analysis of business requirements and working with business area personnel to design technical solutions
• 5 years - Participating in and providing guidance to business and in developing and completing user acceptance testing, training, and implementation-related activities
• 2 years - Experience with Snowflake and Power BI
• 2 years -Experience in Oil and Gas industry (MUST)

III. TERMS OF SERVICE

Services are expected to start 11/09/2026 and are expected to complete by 08/31/2027 . Total estimated hours per Candidate shall not exceed 1600 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed
