Contract Type: SW1025 - IT Temporary Staffing Services
Duration: 5-7 years
Location: Remote & Oklahoma City, OK (occasional on-site meetings; no travel reimbursement per Central Purchasing Act 74 O.S. § 85.40)
Schedule: 8:00 AM - 5:00 PM, with possible flexibility if approved by the TRS Project Manager

TRS is undergoing a multi-year modernization initiative to retire its legacy ALICE platform and move to a unified, cloud-native environment centered on MyPAS 3.0 - a modern, Azure-hosted pension administration system integrating with the MyTRS member portal and MyERS employer portal. TRS is Oklahoma's largest state pension system, serving 210,000+ members across 600+ school districts, career tech centers, colleges, and universities.
The modern technology stack includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management/process automation solution (pending evaluation).
Current State:
Legacy systems migrated on-premises to Azure (May 2024)
MyTRS member portal modernized (July 2025)
IS team supporting legacy systems while building new ones in parallel
Project charter and SDLC established
Foundation/environment for modern applications nearing completion

ALICE retirement and elimination of legacy tech debt
Reduced manual work and improved turnaround times
Modern document storage/capture with streamlined workflows
Enhanced security, user satisfaction, and operational resilience

All work products belong exclusively to TRS
Process Analysis & Documentation
Engage business units to understand workflows, pain points, and improvement opportunities
Interface with technical/development staff to translate technical requirements
Document current-state processes via process maps, swimlane diagrams, workflow charts
Requirements Gathering & User Story Development
Translate business needs into functional requirements, acceptance criteria, and Azure DevOps work items/user stories
Ensure requirements are complete, consistent, testable, and prioritized
Collaborate with product owners, developers, and stakeholders to validate requirements
Testing & Quality Assurance
Develop test plans, test scripts, and testing instructions
Execute functional testing in Dev/Test environments
Track and document defects through resolution
Coordinate/support/lead UAT sessions with business stakeholders
Stakeholder Collaboration & Communication
Act as liaison between business units and technical teams
Proactively communicate project updates, risks, and issues
Support change management via training materials and documentation
Business analysis, process documentation, or related experience
Strong analytical and problem-solving skills
Ability to produce clear process diagrams and workflow documentation
Experience writing user stories, acceptance criteria, and test cases
Familiarity with Azure DevOps or similar work item management tools
Hands‑on functional testing and UAT coordination experience
Excellent communication and facilitation skills
