In this critical role, you’ll be at the heart of our community’s growth—balancing innovation with responsibility. You’ll lead the charge on stormwater and erosion control, support plan reviews for residential and commercial projects, and ensure developments meet the highest standards.

What You’ll Do:

  • Manage and enforce the City’s Stormwater and Erosion Control Program
  • Support building plan reviews for construction projects
  • Coordinate permits and approvals for residential and commercial developments
  • Administer the MS4 reporting system
  • Assist with code enforcement and the Raze/Repair process
  • Enforce and manage the City’s Sign Ordinance

What qualifications are necessary for the role?

To be successful and well prepared for this position, the minimum education and experience required includes:

  • A bachelor’s degree in environment science, planning, public administration, architecture, construction management, or related field.
  • Minimum of two (2) years of practical or regulatory experience in stormwater permit discharge monitoring, building construction, local or state ordinance enforcement, or neighborhood code enforcement.
  • State of Wisconsin certification as a Soil Erosion Inspector within one (1) year of hire.
  • A valid, state-issued driver’s license at time of hire is required.

It is also helpful but not required to have:

  • Building construction experience.
  • Uniform Dwelling Code (UDC) Construction Inspector, Electrical Inspector, HVAC Inspector, and/or Plumbing Inspector certificate(s).
  • Commercial Building Inspector certificate.

A combination of equivalent experience, education, or professional training that provides the necessary knowledge, skills, and abilities to successfully perform the essential functions of the position as determined by the Human Resources Office may be considered in lieu of minimum requirements.

What is the typical schedule?

Typically, you will work Monday through Friday, 40 hours per week. However, at times, this position is expected to attend night meetings and special events as needed.

What is the pay?

The starting annual salary for this position is $53,690($25.81 per hour); this is a non-exempt position. This position is also eligible for annual economic adjustments and performance-based adjustments, as approved by the City Council.

    1. Vacation: You will receive a prorated amount of 15 days – based upon the number of full months work to year end. On January 1 of the following year, you will receive the full 15 days.
    2. Floating Holidays: You will receive a prorated amount of 3 days – based upon the number of full months worked to year end. On January 1 of the following year, you will receive the full 3 days.
    3. Holidays: CoJ is closed for eight (8) holidays each year.
    4. Sick: You will earn 8 hours of sick time each full month worked.

    2. Health Insurance: Medical, dental, and vision insurance options.
    3. Life Insurance: CoJ pays the basic premium for your life insurance; there are additional options you can enroll is as well.
    4. Disability: Short-term and long-term disability coverage options.
    5. Retirement: Notably, the City of Janesville is part of the Wisconsin Retirement System, recognized as one of the nation's best-funded and best-managed public pension systems, ranking as the 8th largest in the United States. For 2025, both the employer and employee contribute 6.95%, totaling 13.9% of earnings contributed each paycheck.

Furthermore, the City of Janesville strives to ease the transition between employers by minimizing the stress associated with gaps in insurance coverage. For new hires before the 15th of the month, medical, dental, and vision insurance become effective on the date of hire. For those hired on or after the 15th of the month, these benefits kick in on the 1st of the following month.
