Lubbock County seeks a qualified Energy Management Controls Specialist to manage and operate the EMCS. You will oversee DDC/graphics systems, BACnet networks, and equipment including boilers, chillers, VAVs, and VRF units to optimize energy use while maintaining occupant comfort.
The role requires 8+ years in HVAC with strong IT/network experience, a Texas driver’s license, and preferred Energy Manager Certification. You’ll participate in 24/7 on‑call coverage and coordinate with contractors.
Responsible for managing and operating Lubbock County’s computerized Energy Management Control System (EMCS). Must have extensive knowledge in the area of executing and programming HVAC/R Direct Digital Controls (DDC)/graphics system and have experience in the equipment the EMCS operates including but not limited to: boilers, air and water‑cooled chillers, pumps, cooling towers, fans, air handling units, variable air volume (VAV) terminal units, variable refrigerant flow (VRF) units, fan coil units, package rooftop units, split systems and other refrigeration units such as walk‑in coolers and freezers. Evaluates energy usage and assist HVAC/R Manager with the development of energy programs to optimize efficiency and reduce energy related costs while balancing occupant comfort. Oversee and manage the control network center of 13 servers with 600+ programmable controllers, direct digital controllers (DDC), variable frequency drives (VFD) and other electronic controls for HVAC/R systems. Subject matter expert during construction and maintenance project design in the area of HVAC/R controls and control systems. Perform in‑house demolition, replacement, and repair projects. Assist in developing and designing HVAC/R controls related projects, using blueprints and manufacturer’s specifications to create detailed plans, drawings, specifications, and bids. Coordinate work done by outside contractors. Required to participate in shop’s 24‑hour on‑call schedule, and be available 24/7 to guide or assist personnel in the area of monitoring and controls systems.
High school graduation and 8 years of experience with HVAC related systems including at least 5 years of in‑depth experience with computer networks and electronic controls. Computer operation, programming and graphics display knowledge is essential. Preferred Energy Manager Certification with the Association of Energy Engineers or the ability to obtain certification within one year of starting position. Valid Texas Driver’s License is required. Johnson Controls Metasys experience is a plus.
Able to read and interpret controls, electrical drawings, blueprints, schematic diagrams, and plans. Must have an in‑depth understanding of computerized Energy Management Systems, and able to operate a computer system to set up system operation and make set point and other programming changes. Able to apply safety standards to prevent hazards. Organize and prioritize tasks to be assigned and completed. Perform mathematical calculations. Write work orders and daily logs. Communicate effectively, both orally and in writing. Establish and maintain effective working relationship with subordinates, coworkers, contractors, and the general public.

Employee will be required to work in office building and warehouses with standard incandescent, LED, and fluorescent lighting; work in areas of potentially hazardous noise levels; and tolerate inside and outside conditions that include exposure to adverse temperature/weather conditions.
