Job summary

Summary

The Budget Analyst I performs complex and professional work to assist in the preparation of the annual operating budget and multi-year capital improvements program (CIP). Work includes revenue forecasting, financial and operational analysis, project costing, performance measurement, and benchmarking analysis. The successful incumbent is expected to work closely with department directors and other senior staff to review and analyze departmental operating and capital budget requests and make recommendations as needed.

Examples of duties

• Reviews and analyzes department operating budget requests and makes recommendations.
• Assists the Budget and Cash Supervisor and Manager with developing, analyzing, and monitoring the Authority's Capital Improvements Program (CIP).
• Maintains a CIP status database and utilizes the database to analyze current status of active capital projects.
• Analyzes revenue and expenditure data and develops financial projections for use in budget development.
• Conducts organizational, operational and policy reviews and makes recommendations to improve the efficiency and effectiveness of various Authority projects and services.
• Monitors operating and capital budgets throughout the fiscal year.
• Conducts analysis to determine the full cost of various programs and services.
• Analyzes departmental performance and cost data.
• Assists the Budget supervisor, manager and other senior staff with the production of various reports throughout the year to include monthly and quarterly financial reports on operating and capital budget performance.
• Functions as analyst on various special projects and assignments.
• Performs other related tasks as assigned.

Qualifications

• Knowledge of principles and practices of governmental budget preparation and control
• Knowledge of basic accounting principles and practices
• Knowledge of accounting systems and controls
• Knowledge of basic principles and practices of public administration, organization and management; statistical methods; and methods and techniques involved in conducting analytical studies of administrative and management practices, methods and procedures; and legislative process of the Government.
• Ability to apply accounting principles to a variety of accounting transactions
• Knowledge of PC and peripheral equipment, including Excel
• Ability to prepare accounting reAbility to make rapid arithmetic calculations.
• Ability to establish and maintain harmonious working relationships.
• Ability to use adding machines, calculators and related business machines in making arithmetic calculations.

Supplemental information

Graduation from an accredited college or university with an Associate of Arts degree, with a minimum of 18 credits in accounting, and three (3) years of accounting experience.
