Responsibilities
The sponsor requires a Portfolio and Strategic Planning Analyst to support financial planning, budget execution, and related resource management tasks. The candidate will be responsible for providing expert resource management support to a component responsible for a diverse array of IT and software development, data management, and Artificial Intelligence development activities. Duties include:
- Providing strategic and programmatic plans and budget support to the office activities
- Supporting the office in formulating, justifying, and defending budget build
- Developing and maintaining spend plans
- Tracking and addressing funding needs
- Reconciling spend plans with actual and planned expenditures and recommending options to address potential over- or under-utilization of resources
- Staying current with Sponsor and Directorates Resource Management guidance and assisting in creating and maintaining baseline practices that align with the guidance
- Researching and resolving resource and budget issues and questions
- Preparing supporting documentation for budget exercises, over-guidance, unfunded calls, and re-programming
- Assisting with writing congressional language for program submissions
- Performing financial trend analyses for the Office
- Preparing briefings, budgets, spend plans, and programmatic activities
- Coordinating and responding to budget requirements and taskings
- Collaborating with the Resource Management Team and attending resource meetings
- Interfacing with executive management for planning, presentation, and briefing of information
Qualifications
- Must possess and maintain a TS/SCI clearance with Polygraph.
- Bachelor's degree (or equivalent experience) in quantitative analysis, financial analysis, social sciences, or a related field, with 15 years' experience
- Knowledge of strategic planning, resource management, program planning, and execution processes
- Knowledge of business resource planning practices and cost analysis methodologies
- Knowledge of quality assurance procedures for data integrity and timeliness
- Knowledge of economic and accounting principles and practices
- Knowledge of program risk assessment principles and processes
- Ability to apply analytic, diagnostic, and quantitative techniques to evaluate and recommend solutions to managerial problems
Desired Qualifications:
- Advanced Degree (Masters or higher) in a related field
- 20 years' experience, or fewer depending on the degree and previous experience
- 5 years' experience in the Intelligence Community
- Knowledge of IC strategic planning and resource management processes
- Awareness of Sponsors' programs, policies, and systems
- Ability to work in a dynamic environment
- Strong communication and interpersonal skills
