Job summary

The Louisiana Department of Health in Baton Rouge seeks a budget-focused professional to lead SNAP program finance within the Medical Vendor Administration. This role centers on managing the approximately $250 million SNAP administrative budget for nearly 800,000 residents, combining budget development, financial analysis, compliance, contracts, and oversight to ensure resources are used effectively.

Qualifications

• Eight years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
• Six years of full-time work experience in any field plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
• Bachelor’s degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
• An advanced degree in business administration, accounting, finance, public administration, or statistics plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, or financial services.

Responsibilities

• Directs, plans, and oversees budget activities for assigned program offices, ensuring effective management of complex funding sources, programs, and projects.
• Analyzes proposed budgets, develops budget requests and projections, and prepares supporting materials and fiscal impact statements for the Division of Administration, Legislature, and other oversight entities.
• Establishes and monitors budget development standards, policies, procedures, and internal guidelines to ensure compliance and consistency across the agency.
• Monitors agency revenues, expenditures, and funding levels, evaluates financial performance against projections, and recommends corrective actions and budget strategies as needed.
• Develops financial analyses, reports, spreadsheets, projections, tables, and charts to support budget planning, expenditure authority, and executive decision‑making.
• Interprets and evaluates federal, state, and local laws, regulations, policies, legislation, and appropriations to determine their fiscal and programmatic impact on agency operations.
• Advises executive leadership, program managers, and fiscal staff on strategic and operational planning, performance‑based budgeting, funding priorities, and budgetary issues affecting agency programs.
