Job description

The Building People, LLC, has a position open for a Budget Analyst Lead in Washington, DC. The Budget Analyst Lead shall be skilled in budgeting, finance, and business operations. They will be responsible for enforcing work standards across the Budget & Business Operations Team.

Duties & Responsibilities:
  1. Provide management, budget analysis, and reporting.
  2. Prepare and route funding documents for government approval and submission.
  3. Develop and process Reimbursable Work Authorizations (RWAs) through the ICE Program Centralized Funding or ICE Owned Portfolio construction budgets.
  4. Develop project approval packages and other necessary documents, secure approvals, track financial packages, and notify ICE Project Managers of status.
  5. Prepare obligation documents, track and coordinate financial obligations. Support verification and validation of specific payables and assist with relevant reconciliation and de-obligation activities.
  6. Support the Audit Readiness, Response, and Remediation function through SOP updates, identification of process issues, and development of management action plans (MAPs).
  7. Develop budgets, costs, and spend plans.
  8. Perform project accounting, prepare obligation documents, and track and coordinate financial obligations.
  9. Other duties as assigned.
Work Schedule and Availability:

The Budget Analyst Lead shall be available between 0800 and 1700 Eastern Time, Monday through Friday, excluding federal holidays, and shall respond within 1 hour for discussions and problem resolution. May be required to work weekends or after hours during emergencies. The role involves acting for ICE in daily operations to achieve ICE goals, excluding signatures and approvals requiring higher authorization.

Required Experience & Skills
  • Five (5) years managing programs/projects similar to this role, especially in real property management within the federal government.
  • Seven (7) years supervisory experience.
  • Experience assisting government agencies with audits.
  • Familiarity with budget and finance functions related to real property management in the federal government.
  • Expertise in business process improvement related to infrastructure and construction within the federal government.
  • Proficiency with computer programs such as RPMS for real property tracking.
  • Fluent in English, with U.S. citizenship or legal residency.
Required Education
  • Bachelor's degree in civil engineering, architecture, business, or an MBA from an accredited university.
  • Current PMP certification from PMI, or PE license, or Architectural Registration.
