  • Lead budgetary analyses projects and provide guidance to department heads and managers.
  • Prepare and present budget submissions and financial analyses to senior leadership and Council members.
  • Monitor operating and capital budgets; identify issues and recommend corrective actions.
  • Represent the department in meetings with other agencies and stakeholders.

The Prince George's County Fire/EMS Department is currently seeking applicants to fill a Budget Management Analyst IV (Budget Management Analyst 4G) position, grade G27, in the Fiscal Affairs Division.

About the Position

Prince George’s County Fire/EMS Department is seeking a Budget Management Analyst IV to support operations within the Fiscal Affairs Division. This role involves advanced level professional and administrative principal budget development and administration or management work in all phases of budgetary development and administration or management analyses projects. The incumbent works with a high degree of independent judgment, action and initiative, exercised in conjunction with such projects. Work is performed in accordance with established departmental policies, procedures and regulations.

The mission of the Prince George’s County Fire and Emergency Medical Services (EMS) Department is to serve our communities with excellence by providing the highest quality of risk reduction, fire suppression, rescue, emergency medical, and all-hazards response services to enhance the quality of life in Prince George’s County.

Supervision and General Management
  • Ensure all Fire/EMS Department procurements and payments are made in conformance with applicable policies and procedures.
  • Serve as the Department’s liaison with the Office of Central Services, Office of Management and Budget, and Office of Finance.
  • Oversee the invoicing of all activities for the Fire/EMS Department ensuring timely and accurate billing and proper crediting of revenue to the County.
  • Analyze Department/Agency operations and staffing patterns and recommend actions to improve service delivery and attain maximum cost-effectiveness.
  • Lead and participate in performing budgetary, planning, programming and management analyses projects.
  • Represent the Department/Agency in meetings with other departments and outside agencies at meetings and hearings; works with regional groups to identify and resolve multi-jurisdictional problems.
Budget Preparation and Monitoring
  • Develop, revise and provide budget preparation instruction and guidance to assigned departments and agencies; provide technical assistance during budget preparation.
  • Evaluate budgetary submissions for technical compliance and for funding implications upon program operations.
  • Prepare written and oral presentations describing requested budgets of assigned departments and agencies.
  • Participate and lead in the continual reevaluation of County revenue forecasts relative to changes in demographic and socio-economic factors.
  • Participate in budgetary meetings with agency representatives, senior budget staff, and Council members and staff regarding budget proposals.
  • Monitor assigned Department/Agency approved operating and capital budgets by identifying issues and problems requiring attention, obtaining and analyzing information through field audits and statistical analyses, preparing reports of findings and recommendations, providing guidance and assistance to Department/Agency heads and managers, and following through on approved course of action.
  • Analyze and recommend action to be taken concerning requests for reallocation of funds and supplemental appropriations; ensure proposed transactions comply with rules, regulations and laws, and represent most cost-effective means of accomplishment.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
  • Three (3) year of progressively responsible administrative and budgeting experience; including at least one (1) year in the lead/supervisory role.

An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered; however, there is no substitution for the required supervisory experience.
