Gambling Commission Career Opportunity

The Gambling Commission’s Business and Financial Services (BFS) team is looking for someone to fill a one-year non-permanent, Budget Analyst 3.

This is a part-time positionthat will work 20 hours per week. It reports to the Chief Financial Officer and is located at our Headquarters in Lacey, Washington. A flexible work schedule and/or telework will be considered at the incumbent’s request, subject to supervisory approval.

Leading the budget and allotment processes, this position is responsible for the development of the agency budget, preparing revenue projections, monitoring expenditures against allotments and providing regular updates to agency leaders.


BFS provides support for agency priorities through quality financial and operational management including budgeting, contracting, grant management, fiscal monitoring, purchasing, and accounting services. Additionally, BFS is responsible for ensuring financial compliance with state and federal laws, regulations, and reporting requirements.

Required Qualifications:

Note: We are evolving from degree/years of experience to skills-based qualifications, we encourage all people who believe they possess the skills/abilities below to share how within their online application and cover letter.

  • Advanced knowledge of and experience with Washington state agency accounting and budgeting*, including:
    1. Biennial budget processes
    2. Washington State agency chart of accounts (revenue and expenditure)
    3. Revenue receipting, reconciliations, and adjustments
    4. Goods and services expenditures
    5. State financial systems (Agency financial Reporting System (AFRS) and Enterprise Reporting, including transaction analysis, data entry, research, and adjusting entries
    6. Fiscal year and biennium closing
  • Advanced knowledge of state policies and laws (i.e. State Administrative and Accounting Manual (SAAM), Revised Code of Washington, Washington Administrative Code) *
  • Experience researching and applying Washington state accounting-related regulations, rules, procedures, and policies.
  • Ability to review, analyze, and interpret Washington state revenue, expenditure, and general ledger transactions and balances*
  • Ability to communicate effectively, both orally and in writing, to articulate complex information in easily understandable terms and make presentations to senior leadership and external parties.
  • Basic Microsoft Word skills; Insert graphic objects and visual effects to a document; add tables to a document or convert tables to text; add watermarks, borders, headers, and footers; use the word look up (thesaurus, dictionary); customize tables and charts; modify pictures in document; create customized graphic elements; use templates.
  • Intermediate Microsoft Excel skills; use advanced formulas; organize tables and worksheets; create and modify charts; create forecast workbooks using formulas such as VLOOKUP, SUMIF, COUNTIF, etc.; insert and modify graphic objects in a worksheet.
  • Basic Microsoft Outlook skills; able to compose email messages; send and respond to messages; organize email to folders; create contact information; schedules appointments and meetings.

*This experience is typically acquired through four or more years of accounting work with a Washington state agency; however, a specific number of years of experience is not a requirement.

Desired Qualifications:

  • Understanding/experience with Washington’s Budget Works (salary projection and allotments systems)
  • Intermediate Microsoft Word Skills; Insert graphic objects and visual effects to a document; add tables to a document or convert tables to text; add watermarks, borders, headers and footers; use the word look up (thesaurus, dictionary); customize tables and charts; modify pictures in document; create customized graphic elements; use templates
  • Basic Adobe Acrobat skills: able to merge documents, edit and redact existing documents.
  • Basic PowerPoint skills: utilize templates to create presentations, add speaker notes, insert images and graphs
