The ideal candidate will hold an Associate Degree in Business, Finance, or Accounting, have at least two years of budget experience, and be proficient in MS Word, Excel, and PowerPoint; DoD clearance is highly desirable and travel is limited.

Career Opportunity

We are looking for candidates to fill a Budget Analyst position at our Wallops Island, Virginia, station. The Surface Combat Systems Center (SCSC) at Wallops Island requires support in management, engineering, operations, and technical expertise for the activation, operation, maintenance, and engineering of equipment, systems, and computer programs. This support is crucial for all Naval Sea Systems Command and Program Executive Office, Integrated Warfare Systems missions and projects conducted at SCSC. SCSC offers live and simulated integrated warfare capabilities in a net‑centric maritime environment, aimed at developing, testing, evaluating, and conducting fleet operations and training for the warfighter.

Essential Duties and Responsibilities

• Apply Federal, Department of War (DoW), and Navy financial regulations, directives, and accounting principles to Navy programs.

• Interface with clients daily to fulfill financial service requirements.

• Maintain accuracy and financial integrity of data within databases.

• Support all aspects of budget formulation and execution.

• Prepare financial and progress reports.

• Conduct financial reconciliations.

• Conduct financial analysis and provide recommended actions.

• Prepare and present status briefs to a wide audience of stakeholders.

• Prepare and review the accuracy of travel itineraries.

• Research and provide compliance instructions for Federal Travel Regulations.

Travel

• This position includes a low level of travel.

Education, Knowledge, Experience, Skills, and Abilities Required

• Associate Degree in Business, Finance, or Accounting desired.

• Minimum of two years of budget related experience.

• Strong mathematical foundation and an analytical mindset.

• Proficient in the use of MS Office Word, Excel, and PowerPoint.

• Prior experience with the Navy Enterprise Resource Planning and Defense Travel System desired.

Certificates, Licenses, Registrations

• Certified Budget Specialist (desired)

• Certified Associate in Project Management (desired)

Qualifications

• Active DoW Secret security clearance is highly desired, however candidates who are eligible to obtain and maintain a DoW Secret security clearance will be considered. If the selected candidate does not hold an active clearance, he/she will receive a contingent offer. A start date will be established once an interim Secret clearance is granted.

• U.S. citizenship required.

• Must have reliable transportation to and from various work locations on base.

• Must maintain the capability to communicate with their supervisor and/or manager when not in the office.

Physical Requirements

• Ability to frequently traverse stairs.

• Sitting for long periods of time, standing, walking, crouching, and kneeling.

• Reaching, handling, and using equipment, keyboards, and mobile devices.

• Ability to lift items weighing up to 20 lbs.

In compliance with Virgina’s Pay Transparency Act, the wage for this position is $23.94 per hour. The minimum salary excludes applicable benefits, bonuses, or performance spot awards.
