Job summary

T-Solutions, Inc. seeks a Port Engineer Program VSB Administrator to support Navy maintenance and data management. You will serve as the VSB SME for TYCOM N43, provide training, and oversee user access while coordinating with government and shipboard stakeholders.

The role requires an Associate or Bachelor’s degree (or HS diploma with Navy experience), strong communication and analytical skills, and experience with CSMP, VSB, SURFMEPP, and NMD. Occasional travel to Fleet areas is expected.

Responsibilities

  • Conduct data quality reviews and propose process improvements.
  • Coordinate actions with ships, engineers, TYCOM, and program leadership.
  • Develop VSB user aids and training materials.
  • Track workload, trouble calls, and performance metrics.
  • Provide PE program help desk support.
  • Perform system administration and database maintenance.
  • Research Navy maintenance resources for work validation.
  • Prepare recurring reports and briefings.
  • Perform other duties as assigned.

Essential Duties and Responsibilities:

  • Serve as the Port Engineer Program Validate, Screen, and Broker (VSB) Administrator, VSB Super User/Super Administrator, and primary VSB subject matter resource for TYCOM N43, the Navy Senior Port Engineer (NSPE), the TYCOM N43 3M/Assessment Branch Head, Local Senior Port Engineers (LSPE), Assistant Program Managers (APM), Port Engineers, Combat Systems Port Engineers, shipboard users, and other authorized stakeholders.
  • Provide classroom and over-the-shoulder VSB training, in coordination with the Director of PE Training, to Port Engineers and Combat Systems Port Engineers on VSB navigation, workflow requirements, and core validation, screening, brokering, and suspense management processes.
  • Provide support to the TYCOM N43 3M/Assessment Branch Head by assisting with 3M program support, assessment‑related data review, VSB and CSMP information management, issue tracking, documentation, and follow‑up coordination in support of TYCOM maintenance and material management objectives.
  • Administer authorized VSB user access and account management functions, including updating profiles, assigning roles and privileges, resetting passwords, unlocking accounts, disabling or removing inactive users, and coordinating account changes with appropriate government and program personnel.
  • Provide VSB process support and user training, including baseline training, refresher training, one‑on‑one assistance, remote or desk‑side support, and practical guidance on work notification validation, screening, brokering, status updates, customer comments, suspense management, and workflow requirements.
  • Provide technical and functional troubleshooting support for VSB and associated CSMP shore file processes, including configuring files for download, validating data transfers, researching rejected or missing records, resolving access and data discrepancies, resurrecting closed customer‑completed JCNs when authorized, and documenting actions taken to restore accurate system functionality.
  • Monitor, maintain, and reconcile VSB suspense lists, downtime logs, recurring trackers, rejected item listings, user issue logs, and related program records to support TYCOM N43 oversight, program accountability, timely follow‑up, trend identification, and issue resolution.
  • Conduct recurring VSB data quality reviews to identify deficiencies, duplicate or inconsistent records, aging items, workflow bottlenecks, user errors, system anomalies, process gaps, and recommended corrective actions or process improvements for review by the Program Manager, TYCOM N43 3M/Assessment Branch Head, and appropriate government stakeholders.
  • Coordinate VSB administrative actions with Ship’s Force, Local Senior Port Engineers, Assistant Program Managers, TYCOM representatives, Port Engineers, Combat Systems Port Engineers, and other authorized users to ensure work notifications, CSMP updates, brokering actions, and customer‑completed items are processed accurately, consistently, and in accordance with established program procedures.
  • Develop and maintain VSB user aids, quick‑reference materials, process notes, standard responses, training updates, and internal documentation to improve user consistency, reduce recurring help desk issues, and support continuity of VSB administration.
  • Track, analyze, and report VSB workload, trouble call volume, recurring user issues, system availability concerns, data correction actions, training needs, and open administrative items to support leadership awareness, performance monitoring, and continuous improvement.
  • Provide help desk support for PE Program business and legacy systems, including processing trouble calls, maintaining trouble call records, tracking issues through resolution, and verifying customer satisfaction.
  • Perform system administration, database maintenance, documentation, reporting, and data management functions that support VSB administration, CSMP shore file support, and TYCOM N43 maintenance and material management requirements.
  • Research current technical requirements, Navy maintenance resources, and supporting documentation on behalf of Port Engineers to assist with Work Notification validation, CSMP management, and work specification review.
  • Prepare and submit recurring reports, including quarterly updates, detailing status, progress, issues, and accomplishments associated with VSB administration, IT support tasks, and related program events.
  • Perform other duties as assigned by the Program Manager or Deputy Program Manager.

Travel:

  • This position requires occasional travel to Fleet Concentration Support areas.

Education, Knowledge, Experience, Skills, and Abilities Required:

  • Required:
    • Associate’s or Bachelor’s degree in a related field, or high school diploma/GED with at least 5 years of related Navy maintenance, 3M, CSMP, logistics, fleet support, IT, data management, or business systems experience.
    • Recent experience supporting Navy 3M, TYCOM maintenance, Port Engineer, assessment, CSMP, VSB, SURFMEPP, NMD, or related fleet maintenance data management processes.
    • Ability to monitor suspense lists, issue logs, downtime records, rejected items, and related program records to support accountability, trend identification, follow‑up, and resolution.
    • Ability to compile, reconcile, analyze, and report VSB, SURFMEPP, NMD, and CSMP data to support A52 metrics, performance monitoring, cost and trend analysis, real‑time status reporting, corrective actions, and process improvement.
    • Experience providing help desk support, user training, issue tracking, customer follow‑up, process guidance, quick‑reference materials, and support documentation.
    • Proficiency with Microsoft 365 and ability to prepare correspondence, recurring reports, quarterly updates, briefings, documentation, and leadership summaries.
    • Strong written and verbal communication, analytical, organizational, customer service, and coordination skills across government, Ship’s Force, TYCOM, Port Engineer, CSPE, APM, Local Senior Port Engineer, and program leadership stakeholders.
  • Preferred Qualifications:
    • Five years of recent experience using CSMP databases, VSB, SURFMEPP, and NMD in support of Port Engineer maintenance planning, validation, screening, brokering, work specification review, status tracking, and reporting.
    • Knowledge of VSB administration, user access, Super Administrator functions, CSMP shore file support, Work Notification validation, screening, brokering, NMD user functions, work specification review, and related troubleshooting.
    • Prior support to TYCOM N43, Navy 3M/Assessment Branch functions, Port Engineer programs, fleet maintenance programs, metrics, trend summaries, CSMP health reviews, or corrective action tracking.

Security Requirements

  • Active DoW Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoW Secret security clearance will be considered. The selected candidate will receive a contingent offer if they do not hold an active clearance. A start date will be established once an Final Secret clearance is granted.

  • Must possess a valid Driver’s License.
  • Must have reliable transportation to and from various work locations.
  • Must maintain the capability to communicate with their supervisor or manager when not in the office. This includes using your equipment and services for business‑related purposes. The compensation for this position includes incidental costs for work‑related usage of your personal devices.

Physical Requirements:

  • Ability to sit for extended periods and perform standing, walking, crouching, and kneeling as needed.

In compliance with Virgnia's Pay Transparency Act, the minimum salary for this position is $97,000 per year and a maximum salary of $140,000 per year. The minimum salary excludes applicable benefits, bonuses, or performance spot awards.
