Job summary

The University of South Carolina is seeking a Budget Analyst to support fiscal operations, monitor budgets and expenditures, reconcile financial reports, process reimbursements and payments, and assist in strategic financial planning.

Under limited supervision, you will collaborate across the division, ensure compliance with policies, and maintain confidentiality while helping departments with onboarding and initiatives.

Inclusive Excellence Statement Advertised Job Summary Under limited supervision and reporting to the Senior Director of Human Resources and Finance in Talent and Administrative Services (TAS), the Budget Analyst supports the Division's fiscal operations by ensuring accurate financial transaction processing, monitoring budgets and expenditures, and contributing to strategic financial planning. The position assists in the responsibility of reconciling financial reports and account activity, processing employee reimbursements and invoice payments, tracking fiscal activity through university and Foundation financial systems, and supporting purchasing, receiving, procurement card management, and contract administration. Working collaboratively across the Division, the Budget Analyst assists with onboarding and departmental initiatives while ensuring fiscal accountability, compliance with university policies and procedures, and the highest standards of confidentiality and discretion.

Examples of duties
  • Knowledge/Skills/Abilities - Proficiency in Microsoft Word, Outlook, Excel and PowerPoint. Ability to present information concisely and effectively, both verbally and in writing. Must have experience in working with diverse situations and people.
  • Exercise discretion in interpreting and applying office policies and procedures. Must be able to work with some autonomy. Exercise administrative judgment and assumes responsibility for decisions and results. Ability to lead others and work within a team setting. Must have or be able to quickly acquire knowledge of the University's system structure, policies and procedures.
  • Ability to establish and maintain good working relationships with university partners/offices, vendors to include faculty, staff, students, retirees, volunteers and alumni to complete communication projects. Excellent oral, written and interpersonal communication skills.
  • Provides a high level of customer service and comfortably interacts with internal and external constituencies. Must be flexible within work responsibilities and work irregular hours.
Qualifications
  • Must have above average skills with Microsoft Professional Package, (i.e. Word, Excel, PowerPoint, and Outlook). Also, familiarity with USC policies, procedures and systems would be beneficial.
