OCH Technologies is seeking a skilled Budget Analyst SME (Subject Matter Expert) to provide in-depth support, analysis, and advisory services for complex federal budget and finance challenges. This role requires specialized expertise in federal financial regulations, acquisition processes, and program management.

Location

Fort Belvoir, VA (Telework Available)

Core Responsibilities & Duties

  • Provide expert-level analysis and problem-solving in federal budget and finance operations.
  • Support project teams by delivering technical direction, guidance, and subject matter analysis.
  • Demonstrate proficiency in Federal budgetary policies, appropriation law, procurement regulations, and financial systems.
  • Evaluate financial processes and develop solutions that demonstrate creativity, innovation, and technical rigor.
  • Lead or significantly contribute to major financial projects, ensuring successful and timely completion.
  • Develop documentation, briefings, and deliverables that clearly communicate complex financial data and insights.
  • Function with minimal oversight, exercising discretion and independence in determining technical objectives.

Responsibilities may evolve over time to support team and organizational goals, but will remain consistent with the overall scope of the role.

Requirements

Minimum Qualifications

Education

Bachelor’s degree from an accredited university or equivalent years of relevant work experience

Experience

At least ten (10) years’ of relevant experience in federal government budget and finance

A minimum of five (5) years’ of direct experience supporting DLA financial systems and processes, including DLA EBS

Security Clearance Requirement

Secret Clearance

Must also possess an IT-I security clearance or a current National Agency Check with Written Inquiries (NACI)

Licenses/Certifications

DAWIA (or DoD equivalent) certification in Business and Financial Management

Other Required Skills And Abilities

  • Demonstrated proficiency in federal budgetary guidelines and appropriations law, federal financial processes and documentation, federal acquisition and procurement practices, DLA EBS and Budget/Finance systems and program management and financial reporting.
  • Ability to independently evaluate and improve financial operations.
  • Demonstrated success in project leadership and cross-functional collaboration.
  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must have proficiency in basic analytical software such as Microsoft Excel and Access, and proficiency with the Microsoft Office suite, to include Word, PowerPoint, SharePoint, and Project Management.
