Job summary

Air Force Civilian Service seeks a Full-Time Budget Analyst to manage the complete budget lifecycle for USSTRATCOM J8 at Offutt AFB in Bellevue, Nebraska. You will formulate, forecast, execute, and monitor budgets, advising program managers to ensure compliance and optimal resource use in support of national security objectives.

This role demands strong analytical skills, experience with DEAMS and related systems, and the ability to work under security constraints. U.S.

Qualifications

  • Knowledge of defense enterprise accounting and management systems.
  • Experience with budget formulation, forecasting, and execution.
  • U.S. citizenship and ability to obtain Top Secret/SCI clearance.
  • Strong analytical, cost-estimating and data analysis skills.
  • Familiarity with NDAA 2012 Financial Management requirements.

The Air Force Civilian Service (AFCS) is looking for a Full-Time Budget Analyst, NH-0560-03 to work at USSTRATCOM J8 on Offutt AFB in Bellevue, Nebraska.

SALARY RANGE: $76,463 - $118,204

Qualifications/Requirements

The incumbent will manage resources efficiently and effectively to achieve mission accomplishment. Responsibilities include financial management functions directly to a general/flag officer where decisions affect key command programs.

  • U.S. Citizenship is required.
  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • This is a Financial Management Level 2, Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

  • Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budgets in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
  • Knowledge of fiscal law as it applies to the use of appropriated funds and working capital funds; of multi-year, single-year, and no-year appropriations and funds, as well as their characteristics, uses, applications, and structures; and of operations and maintenance (O&M) fund programming, budgeting, distribution, and execution.
  • Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, Zero Based Budgeting (ZBB), amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
  • Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
