Job summary

FAO Timor-Leste is seeking an Enhanced Transparency Expert to coordinate and integrate the Biennial Transparency Reports (BTR1/NC3) and ensure quality across non-inventory reporting for national submission. The home-based assignment may include missions to Dili, Timor-Leste, as required.

The consultant will lead reporting under UNFCCC and Paris Agreement ETF, advise on NDC tracking and mitigation policies, and supervise international and national experts to deliver a coherent, defensible

Qualifications

Advanced degree in environmental management, climate change, agriculture or a related field.
Consultants with a bachelor's degree require two additional years of relevant experience.
At least 10 years of relevant experience in climate change transparency reporting and UNFCCC processes.

Responsibilities

Inception assessment and integrated BTR1/NC3 workplan within the first month.
Coordinate national and international experts for report integration and QA workflow.
Lead drafting protocol, schedule, and source register for the combined reports.
Guide on NDC tracking, mitigation, projections, and non-inventory reporting requirements.
Review indicators, baselines, and data sources for consistent national reporting.
Lead final editing and preparation of the integrated BTR1/NC3 package for validation.
Mentor national experts and deliver technical clinics on transparency reporting.
