Job summary

Caliber Systems Inc. in Arlington, Virginia is seeking a BRAC Property Conveyance Analyst to support the Army Base Realignment and Closure (BRAC) Directorate. The analyst will provide technical expertise in property conveyance of closed BRAC properties. Responsibilities include conducting facility assessments, generating reuse assessments, and performing business case analyses. Candidates must be U.S. citizens with a minimum of five years of experience in property conveyance actions, and must hold or be able to obtain a Secret clearance.

Job description

CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a BRAC Property Conveyance Analyst to support the Army Base Realignment and Closure (BRAC) Directorate. The analyst will a to provide technical expertise and recommendations to support real and personal property conveyance of closed BRAC, and non-BRAC excess properties

Tasks include:

  • Conducting Facility Assessments that will include an inventory of buildings; a general assessment of the condition of the buildings; infrastructure reports; maps of installation boundaries and locations of buildings; current land uses; environmental remediation sites, wetlands, etc.; and a summary of any environmental issues.
  • Produce Reuse Assessments that will include potential reuse alternatives; highest and best use analyses; determinations of whether the reuse is physically possible, financially feasible, and optimally profitable; strategies to realize the highest potential from all assets; and local zoning and redevelopment planning as it affects the use of the property.
  • Conduct Business Case Analysis that will include evaluations of timeliness of disposal; minimization of caretaker costs; and realization of value. It will also include necessary assumptions for quantifying benefits and costs and present the expected cash flow consequences of competing alternative options over time. A Public Sale Business Case Analysis will typically consider the disposal window required for conveyance, caretaker costs, and unique costs such as advertising & marketing costs and broker commissions. The Public Sale Business Case Analysis will also evaluate the merits of alternative investment decisions and disposal options by addressing return on investment, risks, and measures of success.
  • Develop Conveyance Schedules for disposal of individual parcel of an installation and/or site.
  • Develop Economic Development Conveyance, Public and negotiated sales, and Public Benefit Conveyance Applications, as well as related documents and agreements, reviews and analyses.

Preferred Skills

  • Current Secret clearance
  • Experience with writing in the Army style is highly desirable (e.g., DA Pam 600-67, Effective Writing for Army Leaders; Army Regulation 25-50, Preparing and Managing Correspondence; the Associated Press Style Book)
  • Ability to communicate effectively, both verbally and in writing, in the Headquarters Department of the Army environment.
  • Proficient in MS Teams and SharePoint programs
Required Experience
  • Minimumfive years’ experiencein property conveyanceactions
  • Five years demonstrated relevant experience transferring Federal properties.
  • Five years demonstrated relevant experience in the regulatory requirements associated with federal property conveyance

Preferred Experience:

  • Experience as a Department of the Army action officer and with recent experience with HQDA-level staffing processes.
  • Five to ten years recent conveyance experience working directly with DoD in coordination with Federal, State and community stakeholders (with USACE, GSA, OEA, Army or other Service Staffs, Army Secretariat (Deputy Assistant Secretary of the Army (DASA) -Installations, Housing and Partnerships (IH&P) or Environment, Safety and Occupational Health (ESOH), ASAIE&E), OGC, ELD, and OSD)
  • Five to ten years recent relevant experience transferring BRAC properties with an in-depth understanding of all regulatory requirements, including the SDWA, CERCLA, RCRA, Toxic Substances & Control Act, NEPA, NHPA and Section106 requirements, MMRP, LBP, Risk Assessments, ACM Inspections, Title 16 Endangered Species Act/U.S. Fish and Wildlife Service endangered species actions, and all other pertinent legislation necessary to convey federal properties.
Required Education
  • Bachelor’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education

  • Master’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education
