Job summary

The Department of Transportation (City of New York) is seeking a Transportation Specialist to lead planning and coordination for capital projects, aligning with the NYC Streets Plan and DOT's Strategic Plan. You will collaborate with community members, sponsors, and officials to develop scopes, prepare analyses, and guide project funding.

Responsibilities include evaluating requests, preparing reports, and representing the unit at public meetings while ensuring safety, accessibility, and quality

Qualifications

• Master's degree or other listed education plus experience requirements as detailed.
• Multiple pathways listed; one year to six years of related experience depending on degree.
• Experience in roadway transportation and area-wide traffic programs preferred.

Responsibilities

• Plan transportation and project coordination for DOT-funded street reconstruction projects.
• Develop, evaluate and prioritize project requests in coordination with communities and sponsors.
• Advise on policy and procedures; conduct field surveys and analyses as needed.
• Develop scopes of work, coordinate with DOT divisions, agencies, boards and officials.
• Prepare reports, analyze traffic studies and funding, and track project status.
• Represent the unit at public meetings with community members and stakeholders.

Job description

Serves as a Planner in the roadway Capital Planning & Initiation (CPI) unit, performing transportation/project planning and coordination work for DOT funded street reconstruction projects, including achieving the safety, transit, accessibility, and quality public realm goals of the NYC Streets Plan and DOTs Strategic Plan. Plans an effective capital program by developing, evaluating and prioritizing requests for projects in coordination with community members, agency project sponsors and other stakeholders. Makes recommendations on policy and procedures. Conducts field surveys, investigations, studies and analysis as needed for potential and ongoing projects and programs. Creatively develops scopes of work for transportation projects in coordination with other DOT divisions, agencies, community boards and elected officials. Prepares reports, performs analyses, and reviews traffic studies, program plans, funding, and performance. Matches projects with funding opportunities, assisting in preparing grant applications and obligation as needed. Prepares, reviews and assists in the development of project cost estimates. Tracks and updates project statuses and schedules in databases including MS Project. Represents the unit/division at public meetings with community members. Performs other related transportation infrastructure planning and coordination duties as assigned by supervisor.

Minimum Qualifications

• A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
• A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
• A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in '2' above; or
• An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in '2' above; or
• A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in '2' above.

SPECIAL NOTE

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Preferred Skills

Detail oriented, collaborative and possess a commitment to ensuring both traffic safety, good asset management, resiliency, and sustainability on city streets. Familiarity with the Microsoft Office suite and GIS is necessary, AutoCAD and Adobe Creative Suite is a plus. Excellent writing and strong organizational skills.

New York City residency is generally required within 90 days of appointment.
