Job summary

The City of New York's Department of Transportation seeks a City Planner to support freight movement and transit priority initiatives. You will coordinate with Transit Development, Parking and Traffic Operations to balance commercial loading with transit improvements, and assist with public materials and outreach for diverse stakeholders.

Ideal candidates bring policy, planning, and analytics experience, and a valid NY driver’s license. Residency rules and the 55-a Program may apply.

Qualifications

• Bachelor’s degree required with two years of city planning experience or equivalent.
• Graduate education can substitute for experience per policy, but degree is required.
• Knowledge of transportation policy, planning, operations and technology is preferred.

NYC's economic vitality and urban livability rely on a sophisticated logistics and supply chain network. Serving 8.5 million residents, supporting over 4 million jobs, and welcoming 62 million tourists annually, the city's well-being hinges on efficient goods movement. Nearly 90% of our city's goods are truck-delivered, underscoring the need for revolutionary last-mile delivery strategies.

The Freight Mobility Unit focuses on enhancing the safety, efficiency, and sustainability of goods movement, while mitigating the adverse effects of truck traffic on infrastructure and communities. The team stives to integrate these objectives to preserve the city's livability and simultaneously bolster New York City's economic competitiveness and vitality.

The unit seeks to hire 1 candidate to serve the freight unit to support a variety of projects that further the goals of the NYC Streets Plan and Better Buses. The selected candidate will support corridor planning, public outreach, and stakeholder engagement efforts related to transit priority, bus operations, freight movement, curb management, and street design projects. Responsibilities will include coordinating with internal NYCDOT units such as Transit Development, Parking, Traffic Operations, and Borough Offices to ensure transit improvements are balanced with commercial loading, delivery operations, and freight access needs.

The candidate may assist in developing presentations, public materials, and outreach strategies for community boards, business improvement districts (BIDs), trucking associations, freight industry stakeholders, transportation providers, and neighborhood organizations.

The candidate will help identify opportunities where transit and freight initiatives can complement one another to improve safety, mobility, curb utilization, and overall street efficiency.

The candidate would also support data collection and stakeholder outreach efforts to identify delivery needs, engage local businesses, and develop curb management solutions such as neighborhood loading zones, Off-Hour Delivery accommodation, or designated Microhubs. This approach helps maintain and support efficient goods movement while advancing transit reliability, pedestrian safety, and key mayoral objectives.

The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Minimum Qualifications

• 1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
• 2. A satisfactory combination of education and/or experience that is equivalent to “1\"\" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Preferred Skills

Knowledge of and experience in transportation policy, transportation planning, transportation operations and management or transportation technology Knowledge of the technical aspects of transportation infrastructure the ability to think and act strategically experience analyzing, interpreting, and communicating transportation performance issues strong data analysis, report writing, community engagement and experience using MS Office Suite, ArcGIS, and/or Adobe Suite.Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions. This license must be maintained throughout duration of employment in this position.
