Job summary

NJLM in Mendham, New Jersey seeks an experienced Borough Administrator to act as CAO and oversee day-to-day municipal operations, budgeting, purchasing, and public information. The role requires strong leadership, sound judgment, and extensive knowledge of municipal finance and contracts.

The Administrator will coordinate with the Mayor and Council, manage departments and grants, and supervise staff, IT, and open space initiatives.

Qualifications

• Requires minimum five years of executive municipal management experience (Borough Administrator/ Municipal Manager or equivalent).
• Bachelor’s degree in Public Administration, Finance, or related field required; master’s preferred.
• NJ QPA Certification required.

Responsibilities

• Evaluate operations, implement efficiencies, and coordinate cross-department activities.
• Oversee budgeting, open space development, and public contracts law compliance.
• Manage IT operations, personnel issues, and borough information/public communications.
• Pursue and evaluate funding and grant opportunities; prepare operating and capital budgets.
• Oversee Police Department operations and PBA contract negotiations.
• Attend Council meetings and report to Mayor and Council.
• Serve as QPA and oversee purchasing processes.
• Coordinate with boards, agencies, and the public.
• Supervise departments, offices, boards, and contractors.
