Job Description

Serves as a Project Manager/Engineer-in-Charge in the Bureau of Capital Design and Construction. Manages professional and technical staff, including consultants, overseeing complex capital construction, reconstruction, and rehabilitation contracts. Directs activities related to the construction and rehabilitation of the City’s bridges and related structures, making decisions impacting the City’s capital budget and construction projects. Performs high-level work in directing large, complex capital projects cost-effectively, reviews contract documents, reports, and schedules, and exercises full administrative and technical responsibilities for planning, organizing, and directing staff in construction project management. Prepares scopes and specifications for contracts, liaises with outside agencies like NYSDOT and FHWA, advises on goals and contractor performance, reviews final cost estimates, and oversees a large staff of construction professionals.

  3. Ability to supervise engineers in planning, organizing, coordinating, and controlling complex capital construction phases.

Minimum Qualifications
  1. A baccalaureate degree in engineering, architecture, landscape architecture, business administration, or public administration, plus five years of experience in engineering design, construction, or project coordination, with at least two years in a managerial or supervisory role; or
  2. A high school diploma or equivalent plus nine years of relevant experience, with at least two years in a managerial or supervisory role; or
  3. Equivalent education and experience. A Master’s degree, law degree, or valid NYS Professional Engineer or Architect license may substitute for one year of experience, but the two-year supervisory experience is mandatory.
