The New York City Department of Transportation’s Division of Bridges oversees all aspects of the design, construction, rehabilitation and reconstruction, maintenance, operation, and administration of more than 800 bridges, 4 vehicular tunnels, 637 retaining walls, and 54 culverts. The Assistant Commissioner of Finance and Performance Management oversees the Division’s $13 billion capital budget and $200 million operating budget through the Project Delivery, Capital Finance, Expense, and Truck Permitting units, which report directly to the Assistant Commissioner. The Head of Performance management is seeking an analyst to join the Performance Management Unit in overseeing the Division’s audits, along with reviewing, analyzing and evaluating the adequacy of the Division’s internal controls, as defined by the United States Government Accountability Office (GAO), assess the economy, performance, efficiency, and effectiveness of the Division’s processes, and evaluate the accuracy, validity, and integrity of information provided to management. To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), internal auditing, financial auditing, and/or information technology (IT) auditing.
Experience supporting a large public agency infrastructure program or other complex organization with multiple operating, technical, fiscal, and administrative units. Strong knowledge of internal control principles, risk assessment, corrective action monitoring, and government accountability requirements. Experience developing executive dashboards, key performance indicators, project trackers, and exception reports using Excel, SharePoint, Power BI and Automate, or similar tools. Familiarity with New York City’s budget process and Procurement Policy Board (PPB) Rules. Familiarity with citywide systems such as PASSPort, FMS, and related project management applications. In‑depth knowledge of the New York City Comptroller’s Office Directives No. 1, 2, 5, 6, 7, 9, 10, 11, and 30. 3+ years of experience in internal auditing or related financial roles.
