The Department of Transportation – New York City Division of Bridges seeks a senior analyst to oversee internal controls, evaluate performance, and support audits. The role focuses on data integrity, risk assessment, and producing executive dashboards for management decisions.

The New York City Department of Transportation’s Division of Bridges oversees all aspects of the design, construction, rehabilitation and reconstruction, maintenance, operation, and administration of more than 800 bridges, 4 vehicular tunnels, 637 retaining walls, and 54 culverts. The Assistant Commissioner of Finance and Performance Management oversees the Division’s $13 billion capital budget and $200 million operating budget through the Project Delivery, Capital Finance, Expense, and Truck Permitting units, which report directly to the Assistant Commissioner. The Head of Performance management is seeking a senior analyst to join the Performance Management Unit in overseeing the Division’s audits, along with reviewing, analyzing and evaluating the adequacy of the Division’s internal controls, as defined by the United States Government Accountability Office (GAO), assess the economy, performance, efficiency, and effectiveness of the Division’s processes, and evaluate the accuracy, validity, and integrity of information provided to management. 1. A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or
2. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics,
finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the
fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in "1" above may be substituted for the undergraduate
semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits.

To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one additional year of full-time experience listed in "2" above.

To be eligible for placement in Assignment Level III individuals must have, in addition to meeting the minimum requirements, at least two additional years of full-time experience listed in "2" above.
Experience supporting a large public agency infrastructure program or other complex organization with multiple operating, technical, fiscal, and administrative units.
Strong knowledge of internal control principles, risk assessment, corrective action monitoring, and government accountability requirements.
Experience developing executive dashboards, key performance indicators, project trackers, and exception reports using Excel, SharePoint, Power BI and Automate, or similar tools.
Familiarity with New York City’s budget process and Procurement Policy Board (PPB) Rules.
Familiarity with citywide systems such as PASSPort, FMS, and related project management applications.
In-depth knowledge of the New York City Comptroller’s Office Directives No. 1, 2, 5, 6, 7, 9, 10, 11, and 30.3+ years of experience in internal auditing or related financial roles.
