Qualifications

  • Bachelor's degree in Business, Finance, Accounting, Operations, or related field (or equivalent experience).
  • 5+ years in Finance Operations, Contract Administration, Billing, Pricing, or related role.
  • 2+ years in people leadership managing teams in an operational setting.
  • Strong understanding of contract interpretation, pricing, billing operations, and financial controls.
  • Advanced Excel for analysis, reporting, and operations management.
  • Experience managing operational metrics, service levels, and quality programs.
  • Experience with contracts and rates analysis in finance/accounting context.

Responsibilities

  • Lead Enrollment Associates, Analysts, and Contract Rate Analysts through performance management and development.
  • Oversee daily operations for contract setup, pricing changes, enrollment requests, workload balancing, and SLAs.
  • Provide guidance on complex contract interpretation, pricing exceptions, and billing corrections.
  • Drive SOPs, automation, system enhancements, and process standardization.
  • Conduct root cause analysis and use reporting to improve accuracy and service quality.
  • Partner with Commercial, Billing, Finance, IT, Product, and Operations teams for onboarding and pricing initiatives.
  • Serve as escalation point for complex client implementations and pricing issues.
  • Lead people initiatives: hiring, onboarding, career development, workforce planning, engagement, succession.
  • Ensure billing integrity, financial controls, and regulatory compliance.

Job Title: Billing Setup and Enrollment Manager Job Description
The Billing Setup and Enrollment Manager leads a team responsible for client program enrollment, contract interpretation, pricing administration, billing setup, and revenue enablement. This role ensures accurate and timely implementation of client contracts while maintaining billing integrity, regulatory compliance, and high service levels. The manager drives operational excellence through strong people leadership, quality management, workload planning, process improvement, and cross‑functional collaboration, delivering an exceptional client implementation experience.

Responsibilities
  • Lead, coach, develop, and manage Enrollment Associates, Enrollment Analysts, and Contract Rate Analysts through effective performance management, coaching, workforce planning, hiring, onboarding, and employee development.
  • Oversee daily operations related to contract setup, pricing changes, enrollment requests, workload balancing, queue management, quality assurance, production metrics, aging, and attainment of service level agreements (SLAs).
  • Provide leadership and guidance on complex contract interpretation, pricing exceptions, billing corrections, retroactive pricing, re‑amortizations, client implementations, and escalated issues requiring advanced judgment.
  • Drive continuous improvement by developing and maintaining standard operating procedures (SOPs), leading automation initiatives, supporting system enhancements and testing, and promoting process standardization.
  • Conduct root cause analysis and leverage operational reporting to improve accuracy, efficiency, and overall service quality across billing setup and enrollment activities.
  • Partner closely with Commercial, New Business Implementation, Billing, Finance, IT, Product, Client Success, and Operations teams to support successful client onboarding, contract execution, pricing accuracy, and strategic initiatives.
  • Serve as the operational escalation point for complex client implementations, pricing issues, and contract interpretation, ensuring timely resolution and a positive client experience.
  • Manage key aspects of people leadership, including performance management, hiring and onboarding, career development, workforce planning, employee engagement, quality oversight, and succession planning.
  • Ensure billing integrity, adherence to financial controls, and compliance with relevant regulatory and internal policy requirements.
  • Monitor and manage operational metrics, service levels, and quality programs to ensure consistent delivery of high‑quality billing and enrollment services.
Essential Skills
  • Bachelor's degree in Business, Finance, Accounting, Operations, or a related field, or equivalent experience.
  • 5+ years of experience in Finance Operations, Contract Administration, Billing, Pricing, Customer Programs, or a related operational environment.
  • 2+ years of people leadership experience managing teams in an operational or similar setting.
  • Strong understanding of contract interpretation, pricing administration, billing operations, and financial controls.
  • Advanced proficiency in Microsoft Excel for analysis, reporting, and operational management.
  • Experience managing operational metrics, service levels, and quality programs.
  • Demonstrated operations and billing operations expertise.
  • Experience working with accounting and customer service functions in a contracts and rates analysis environment.
  • Proven management skills with the ability to lead, motivate, and develop a high‑performing team.
Additional Skills & Qualifications
  • Experience with Salesforce, Service Cloud, CPE, Xcelerate, FSP, or ERP systems.
  • Lean Six Sigma certification.
  • Project management experience, including leading or supporting operational projects and process improvements.
  • Change management experience, with the ability to guide teams through new processes, systems, and operational changes.
  • Strong communication and collaboration skills to work effectively with cross‑functional partners in Commercial, New Business Implementation, Billing, Finance, IT, Product, Client Success, and Operations.
  • Ability to interpret and apply complex contracts and pricing structures in a fast‑paced operational environment.
  • Experience in enrollment operations and customer program administration.
Work Environment

This role operates in a hybrid work environment with three days in the office from Tuesday through Thursday, and remote work on Monday and Friday, subject to business needs. The position is based in a professional office setting focused on billing operations, finance operations, and contract administration. The team leverages tools such as Microsoft Excel and enterprise platforms, including CRM and ERP systems, to manage contracts, pricing, enrollment, and billing activities. The environment emphasizes collaboration with cross‑functional teams, adherence to financial controls, and continuous process improvement within a structured, metrics‑driven operations culture. Standard professional business attire is typically expected when working onsite.

Job Type & Location

This is a Contract to Hire position based out of Owings Mills, MD.

Pay and Benefits

The pay range for this position is $36.05 - $45.67/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job‑related factors. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
