Job summary

The Jacksonville Aviation Authority (JAA) seeks an experienced Human Resources Benefits Manager to oversee all aspects of payroll and employee benefits. You will manage data flow between HR and Accounting, coordinate Open Enrollment, and ensure compliance with FMLA, ADA, ERISA and ACA while guiding vendor relationships.

Qualifications

• Bachelor’s degree in HR or related field and 5+ years payroll/benefits experience.
• Experience with retirement, medical, dental, vision, life and disability plans.
• Knowledge of FMLA, ADA, ERISA, ACA and related laws.
• Strong analytical abilities and payroll data management skills.
• Excellent communication and customer service orientation.

Responsibilities

• Manages day-to-day bi-weekly payroll processing and changes.
• Enters new-hire and benefit data in payroll system.
• Coordinates New Hire Orientation payroll & benefits segment.
• Manages benefits programs (retirement, medical, dental, vision, life, disability, wellness).
• Coordinates annual Benefits Fair and Open Enrollment.
• Provides training on payroll & benefits programs.
• Maintains HRIS payroll/benefits records and reports.
• Responds to unemployment inquiries and employment verifications.
• Ensures regulatory compliance and communicates updates to management.
