Job summary

Stratus HR is seeking a Benefits Manager to lead the design, administration, and compliance of employee benefits across our client base. You will partner with brokers, carriers, and client HR contacts to deliver competitive, compliant benefits at scale.

The role requires coordinating open enrollment, renewals, and plan design changes, while overseeing enrollment, billing, and reporting. Strong ERISA knowledge and vendor management are essential for success.

Qualifications

  • Bachelor's degree in HR, Business Administration or related field, or equivalent experience.
  • 3–5 years of progressive experience in employee benefits administration; PEO or multi-client HR outsourcing preferred.
  • Experience leading a team is preferred.
  • Knowledge of ERISA, ACA, COBRA, HIPAA and state regulations.

Responsibilities

  • Manage full lifecycle of group benefits programs across multi-client PEO platform.
  • Lead annual open enrollment planning, carrier renewals, and employee communications.
  • Serve as primary contact for brokers and carriers; negotiate renewals and resolve eligibility issues.
  • Ensure compliance with ERISA, ACA, COBRA, HIPAA, and state/federal regulations across jurisdictions.
  • Advise clients on plan selection, benchmarking, and benefits strategy.
  • Oversee enrollment, eligibility, and billing reconciliation across HRIS and carrier systems.
  • Coach and supervise benefits administrators; ensure quality oversight.
  • Develop benefits communication materials such as SPDs and enrollment guides.
  • Monitor trends and regulatory changes; adjust plans to stay competitive and compliant.
  • Support audits and maintain accurate benefit documentation.

Job description

As a Professional Employer Organization (PEO), we manage benefits programs on behalf of multiple client companies within our co-employment model. The Benefits Manager leads the design, administration, and compliance of employee benefits offered to worksite employees across our client base. This role partners closely with insurance carriers, brokers, client HR contacts, and internal payroll and compliance teams to deliver a seamless, competitive, and compliant benefits experience at scale.

Responsibilities
  • Manage the full lifecycle of group benefits programs (medical, dental, vision, life, disability, retirement, and voluntary benefits) across a multi-client PEO benefits platform.
  • Lead annual open enrollment planning and execution for all client groups, including carrier renewals, plan design changes, and employee communications.
  • Serve as the primary point of contact for benefits brokers and carriers, negotiating renewals and resolving escalated claims or eligibility issues.
  • Ensure compliance with ERISA, ACA, COBRA, HIPAA, and applicable state and federal benefits regulations across all client jurisdictions.
  • Partner with client HR contacts to advise on plan selection, benchmarking, and benefits strategy tailored to each client's workforce and budget.
  • Oversee benefits enrollment, eligibility, and billing reconciliation processes, ensuring accuracy across HRIS and carrier systems.
  • Manage a team of benefits administrators/specialists, providing coaching, workload distribution, and quality oversight.
  • Develop and maintain benefits communication materials, including summary plan descriptions, enrollment guides, and FAQs.
  • Monitor industry trends and regulatory changes, recommending plan or process adjustments to maintain competitiveness and compliance.
  • Support audits (internal, carrier, and DOL/IRS) and maintain accurate benefits documentation and recordkeeping.
  • Collaborate with Sales and Client Success teams during onboarding to transition new clients' benefits programs onto the PEO platform.
Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent experience.
  • 3 to 5 years of progressive experience in employee benefits administration; PEO, insurance brokerage, or multi-client HR outsourcing experience strongly preferred.
  • Experience managing or leading a team is preferred.
  • Working knowledge of ERISA, ACA, COBRA, HIPAA, and state-specific benefits and leave regulations.
  • Experience with HRIS/benefits administration platforms (e.g., Employee Navigator or BSwift)
  • Strong vendor and carrier relationship management skills, including renewal negotiation experience.
  • Excellent communication skills, with the ability to translate complex benefits concepts for both clients and worksite employees.
  • Detail-oriented with strong analytical skills for plan cost modeling, utilization review, and reporting.
Preferred Certifications
  • CEBS (Certified Employee Benefit Specialist)
  • Utah Producer’s License
Additional Information
Work Environment

This role is based in the Stratus HR Corporate Offices with occasional travel for client meetings, carrier reviews, or industry conferences. Standard office hours apply, with additional availability expected during open enrollment periods.
