Job description

Overview

The Benefits Manager is responsible for managing the organization’s benefits functions and provides oversight and leadership to the Benefits Coordinators. This position plans, develops, and implements new and revised benefits programs and policies and procedures to be responsive to and compliant with the company’s goals and policies, competitive practices, and government regulations.


Responsibilities

  • Analyze, develop, design, and implement competitive benefits programs and policies and coordinate and oversee service delivery processes for a field organization of 1,000+ team members.
  • Manage benefits offerings such as medical, dental, vision plans, health savings accounts, flexible savings accounts, life insurance plans, disability insurance plans, retirement plan, wellness program, paid time off, tuition reimbursement, employee referral bonus, leave policies, and other benefits that MedQuest offers its team members including overseeing HRIS build, communications, administration, policy interpretation, vendor management, file feeds to carriers, etc.
  • Submit wellness-related invoices to medical carrier for reimbursement from the Wellness Fund.
  • Select and manage advisors, carriers, and vendors.
  • Administer the 401(k) including biweekly funding to participants’ accounts and communicating with plan participants, trustee/recordkeeper, payroll/accounting/legal departments, and auditors. This includes ensuring compliance with all legal requirements such as non-discrimination testing and annual plan audit. This also includes establishing and maintaining related processes.
  • Prepare annual benefits budget and coordinate with leadership and Finance.
  • Review monthly medical plan performance report.
  • Coordinate with the Broker of Record to evaluate and compare existing company benefits with those of other employers by analyzing other plans and surveys, and manage the ongoing marketing and renewal process associated with benefit programs. Analyze results and develop recommendations for review by top management. Provide census and enrollment reports to Broker of Record for renewal analysis.
  • Analyze and monitor programs for qualitative and quantitative performance including the ongoing cost impact of all benefit plans. This includes processing payment of vendor invoices, tracking and monitoring actual costs against budget, and analysis for benefit changes. It also includes analyzing plan provisions and utilization and working with the Broker of Record to recommend changes in plan design and/or providers to improve value and service, reduce cost or simplify administration.
  • Develop effective benefits materials, communication, and education tools. Write reports, team member communications, and correspondence as necessary to effectively document events, recommendations, processes, and problem resolution.
  • Direct the planning and execution of open enrollment processes including development and dissemination of communication materials, webinar presentations and coordination with HRIS self-service.
  • Ensure MedQuest-sponsored benefit plans are compliant with legal requirements such as ERISA requirements, ACA requirements, timely filing of 5500s, up-to-date plan documents, and reporting pharmacy benefit creditability to CMS.
  • Research and respond to escalated team member questions regarding aspects of benefits and act as the liaison between the team member and insurance carriers/brokers to ensure timely resolution of issues.
  • Oversee all team member leaves i.e. FMLA, STD, LTD, and WC for compliance with company policy and applicable laws.
  • Review ACA Look-back report for PRN/Part-time team members on a monthly basis. Send quarterly warnings to leaders who have team members exceeding the hours limit for their assigned worker category.
  • Assist with due diligence efforts related to mergers, acquisitions, and divestitures. Perform detailed analytical studies of benefits packages for acquired companies to identify critical plan design and cost implications. Develop a plan for integrating team members of an acquired company into our plan as efficiently as possible ensuring compliance with merger agreements and state and federal legislation.
  • Review and approve vendor invoices.
  • Serve as a subject matter expert for other HR matters and departments as needed.
  • Stay abreast of current federal, state and local laws and regulations that may impact the benefits, compensation, or HRIS functions.
  • Other duties as assigned.

Qualifications

Education:

  • Bachelor’s degree from an accredited college or university in human resources or related field required
  • Professional certification preferred such as:
    • HRCI’s Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR)
    • SHRM’s Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) and/or,
    • WorldatWork’s Certified Benefits Professional (CBP)

Prior Experience:

  • Minimum of 6 years of progressively responsible experience in benefits administration

Special Qualifications

  • Knowledge of federal and state laws pertaining to benefits programs, policies and operations. Ability to read and interpret documents including legal documents, procedure manuals, policies, government regulations and business journals.
  • Proficient in MS Office required to develop memos, letters, spreadsheets, reports, presentations, etc.
  • Demonstrated project management skills including handling multiple priorities and parallel projects
  • Experience with HRIS, ADP Workforce Now preferred
  • Strong interpersonal skills in working with top management
  • Assists Executive Team in driving change in the areas of Benefits. Is flexible and open-minded in thought processes. Does not lose focus under pressure.
