Job Description
JOB DESCRIPTION
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Administers health, dental, life insurance, and other employee benefit programs.
- Processes enrollments, coverage changes, qualifying life events, cancellations, leaves of absence, retirement, separation, and other employment status changes.
- Reviews benefit elections and supporting documentation for eligibility, accuracy, and completeness.
- Assists employees with benefit plans, eligibility requirements, enrollment procedures, coverage options, deadlines, and related questions.
- Coordinates benefit termination and continuation procedures, including COBRA requirements.
- Reviews and reconciles insurance invoices with enrollment records and payroll deductions; identifies and resolves discrepancies and errors.
- Coordinates with insurance carriers, brokers, benefit administrators, vendors, Payroll, Finance, and other departments to resolve enrollment, billing, eligibility, and coverage issues.
- Maintains accurate and confidential employee benefit records and ensures information is consistent across HR, benefits, insurance, and payroll systems.
- Coordinates the annual open enrollment process, including employee communications, materials, deadlines, elections, and implementation of plan changes.
- Serves as a professional and knowledgeable resource for employees and assists with benefits orientations and informational sessions.
- Develops and maintains benefit communications, forms, instructions, FAQs, and other informational materials.
- Assists with implementation of new benefit plans, plan changes, vendor changes, and other benefit initiatives.
- Administers benefits in accordance with school system policies, collective bargaining agreements, plan documents, and applicable federal and state laws and regulations.
- Assists with required notices, audits, surveys, reports, and other compliance activities.
- Generates and maintains benefit-related reports and documentation.
- Works collaboratively with Human Resources, Payroll, Finance, and other departments on employee benefit matters.
- Assists with employee onboarding, offboarding, leaves, retirement processing, and other employment changes as they relate to benefits.
- Maintains strict confidentiality of employee, payroll, insurance, and personal information in accordance with school system policies, applicable laws, and professional standards.
- Assists with special projects and performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of employee benefits administration, particularly health, dental, and life insurance.
- Knowledge of benefit enrollment, eligibility, qualifying life events, billing, and reconciliation processes.
- Knowledge of applicable federal and state laws and regulations governing employee benefits.
- Ability to interpret and apply collective bargaining agreements, plan documents, and school system policies.
- Exceptional attention to detail and organizational skills.
- Strong written, verbal, customer service, and interpersonal skills.
- Ability to communicate complex benefit information clearly and professionally to employees and administrators.
- Ability to exercise sound judgment and maintain strict confidentiality.
- Proficiency with Microsoft Office, databases, spreadsheets, HRIS, benefits administration, and payroll systems.
- Ability to manage multiple priorities, meet deadlines, work independently, and resolve problems effectively.
- Ability to establish and maintain effective working relationships with employees, administrators, vendors, carriers, and colleagues.
MINIMUM QUALIFICATIONS
- Associate’s or Bachelor’s degree in Human Resources, Business Administration, Public Administration, Finance, or a related field preferred.
- Three (3) years of progressively responsible experience in employee benefits, Human Resources, insurance administration, payroll, or a related field.
- Experience administering health, dental, and/or life insurance programs strongly preferred.
- Experience in a public-sector, municipal, educational, or unionized environment preferred.
- Experience with HRIS, benefits administration, and/or payroll systems preferred.
COMPENSATION
$60,000–$75,000 annually, commensurate with qualifications and experience.
