Job summary

LifeSkills Connection Inc. seeks a Benefits & Compliance Specialist to own the design, administration and compliance of employee benefits across our multi-state government contracting environment.

You will lead open enrollment, COBRA, leave programs, and ensure OFCCP, EEO-1 and ACA reporting, partnering with the VP of HR to shape strategy and policies. A Bachelor’s degree in HR or related field and 5+ years in benefits/compliance are required.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, or a related field.
• 5+ years of progressive HR experience with at least 3 years focused on benefits administration and HR compliance.
• Experience in federal government contracting required; familiarity with SCA, WIOA/PRH, and OFCCP strongly preferred.
• Experience with multi-state HR compliance required.
• Experience with HRMS/HRIS systems and benefits administration platforms.
• Proficiency with Microsoft Office (Excel, Outlook).
• CEBS, PHR, SPHR a plus.

Responsibilities

• Own the design, implementation, and ongoing administration of all employee benefit programs including health/dental/vision insurance, life and disability insurance, retirement plans (401k, HSA, FSA), and wellness initiatives.
• Partner with VP of HR on benefits strategy and plan design decisions.
• Conduct market benchmarking and make recommendations for plan improvements.
• Serve as primary contact for all employee benefits questions and manage enrollments, changes and terminations in HRIS and with carriers.
• Coordinate COBRA administration and ensure timely notices; coordinate 401(k)/HSA/FSA administration with plan providers.
• Plan and execute the annual open enrollment process end-to-end; develop communications and educational sessions.
• Administer leave of absence programs including FMLA, PFML, ADA; maintain leave tracking and return-to-work coordination.
• Manage workers' compensation and unemployment claims; oversee garnishments and I-9/E-Verify/immigration compliance processes.
• Own the federal contractor compliance calendar: AAP/OFCCP, SCA conformance, WIOA/PRH, EEO-1, VETS-4212, and ACA reporting.
