Qualifications

Job description

The Alaska Native Tribal Health Consortium is a non-profit Tribal health organization designed to meet the unique health needs of Alaska Native and American Indian people living in Alaska. In partnership with the more than 171,000 Alaska Native and American Indian people that we serve and the Tribal health organizations of the Alaska Tribal Health System, ANTHC provides world-class health services, which include comprehensive medical services at the Alaska Native Medical Center, wellness programs, disease research and prevention, rural provider training and rural water and sanitation systems construction.

ANTHC is the largest, most comprehensive Tribal health organization in the United States, and Alaska’s second-largest health employer with more than 3,100 employees offering an array of health services to people around the nation’s largest state.

This position is local to Anchorage, AK with hybrid work schedule.

Summary

Under general direction, oversees the day-to-day administration of ANTHC's benefit programs. This includes primary responsibility for the administration of all leave policies and procedures, answers employee benefit questions, and conducts compliance audits. Serves as the primary contact for benefit related employee questions, and coordinates internally with teams for employee questions related to those areas of expertise. Assists with the administration of the annual benefit open enrollment process and maintains primary responsibility for ad-hoc education materials and presentations throughout the year.

Responsibilities

Serves as primary contact for plan vendors and third-party administrators. Coordinates transfer of data to external contacts for services, premiums and plan administration. Evaluates and revises internal processes to reduce costs and increase efficiency. Documents and maintains administrative procedures for assigned benefits processes. Ensures compliance with applicable government regulations. Ensures timeliness and accuracy of required reporting and fees.

Oversees daily benefits processing: handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, loans, hardships and compliance testing. Maintains employee benefits files, maintain benefit records in Human Resources Management System and updates employee payroll deductions.

Oversees gathering employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.

Coordinates compliance reporting and annual audits.

Administers recurring and ad-hoc audit processes to ensure accurate processing of benefit elections, carrier interfaces, payroll files, and invoice payment.

Oversees errors and inequities within existing benefit programs.

Provides formal supervisor and manager training related to benefits policies, laws, and concepts.

Represents Benefits Department and programs in divisional and organization-wide planning committees and initiatives. Presents proposals for major initiatives to executives and senior managers.

Assists with plan builds and overall benefit setup in the Enterprise Resource Planning (ERP) system. Provides expertise on process improvement for the benefit administration area of ERP.

Performs other duties as assigned.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s degree in business, human resources or related field. Experience may be substituted for education on the following basis: one year of relevant, full-time professional experience is equivalent to one year of college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Six (6) years of experience working with employee benefits programs.

MINIMUM CERTIFICATION QUALIFICATION

Certified Employee Benefits Specials (CEBS), SHRM Certified Professional (SHRM-CP), or Professional in Human Resources (PHR) or obtained within one (1) year of hire.

PREFERRED CERTIFICATION QUALIFICATION

Certified Employee Benefits Specials (CEBS), SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR).

ADDITIONAL REQUIREMENTS
