General Summary

The Benefits Administrator is responsible for supporting the administration of employee benefit programs, including enrollment, employee inquiries, insurance billing, benefit records, leave-related communication, reporting, and compliance. This role works closely with HR leadership, employees, benefit carriers, third-party administrators, and internal departments to ensure benefit programs are administered accurately and efficiently.

A major focus of this position will be supporting open enrollment and day-to-day benefits administration, while maintaining accurate employee data and providing a high level of service to employees and internal stakeholders.

Essential Duties and Responsibilities
Benefits Administration
  • Assist with the administration of employee benefit programs, including medical, dental, vision, life insurance, short-term disability, FSA, HSA, wellness programs, employee assistance programs, and COBRA.
  • Serve as a liaison between employees, benefit carriers, brokers, and third-party administrators.
  • Provide employees with information regarding benefit plans, coverage options, enrollment processes, and applicable programs.
  • Conduct or assist with benefits orientations and employee education related to available plans and enrollment systems.
Open Enrollment and Plan Support
  • Coordinate and support the annual open enrollment process, including preparation of employee communications, enrollment materials, and related documentation.
  • Assist employees with enrollment questions and benefit elections.
  • Review enrollment data following open enrollment to ensure accuracy and reconcile benefit elections with payroll and applicable plans.
  • Assist HR leadership with gathering information related to benefit plan renewals and plan changes.
Billing, Premiums, and Reconciliation
  • Review and process insurance premiums, administrative fees, vendor invoices, and benefit-related payments.
  • Reconcile benefit premiums and payroll deductions and coordinate with Finance to ensure accurate payment processing.
  • Maintain records related to premiums, claims, benefit costs, and retiree payments.
HRIS and Data Management
  • Maintain accurate employee benefit records and filing systems.
  • Process benefit changes within the HRIS and payroll systems.
  • Assist with new hire, termination, and employee demographic updates.
  • Maintain accurate employee information including addresses, contact information, payroll deductions, and benefit eligibility data.
Reporting and Compliance
  • Prepare and analyze benefit-related reports for HR, Finance, and leadership.
  • Assist with regulatory reporting and required employee benefit notices.
  • Maintain records and documentation related to HIPAA, ACA, COBRA, benefit eligibility, and other applicable regulations.
  • Review benefit documentation for completeness, accuracy, and compliance with established policies and procedures.
Claims, Leave, and Employee Support
  • Assist with employee questions related to claims, insurance coverage, deductions, medical leave, return-to-work requirements, and benefit eligibility.
  • Process or support claims related to vision, dental, life insurance, and short-term disability.
  • Work with employees and carrier representatives to resolve benefit-related issues in a timely and professional manner.
  • Provide support related to Medicare coordination and retiree benefit administration.
Additional HR Support
  • Assist with employee offboarding and benefit-related documentation.
  • Support HR with reporting, data collection, and administrative projects.
  • Maintain confidentiality of sensitive employee information.
  • Work collaboratively with HR, Finance, employees, vendors, and other internal departments.
Minimum Qualifications
  • Associate degree in Human Resources, Business Administration, Public Administration, Psychology, or a related field preferred.
  • Minimum of 2 years of professional benefits administration experience.
  • Equivalent combinations of education and relevant experience may be considered.
  • Experience supporting open enrollment and employee benefit programs.
  • Strong customer service and communication skills.
  • Strong attention to detail and ability to manage multiple deadlines.
  • Experience working with HRIS, payroll, or benefits administration systems.
  • Proficiency with Microsoft Office and general business software.
Preferred Qualifications
  • Experience working in a public-sector, government, transit, or union environment.
  • Experience with ADP or comparable HR/payroll systems.
  • Familiarity with benefit regulations, COBRA, leave administration, insurance programs, and retirement plans.
  • SHRM-CP, SHRM-SCP, CEBS, or similar HR/benefits certification.
