Job summary

Commonwealth of Virginia’s Department of Behavioral Health and Developmental Services (DBHDS) seeks a Behavioral Health Access Programs Administrative Lead responsible for the program oversight of APAL, the Collaborative Care Model (CoCM) grant, and VMAP initiatives. The role coordinates with a vendor and stakeholders to plan and implement these programs.

This is a restricted, grant-funded position ending on September 30, 2027; continuation is contingent upon funding and telework may be approved

Qualifications

  • Experience in operational planning including large-scale project implementation and/or administrative oversight.
  • Experience with report writing using health data for program evaluation.
  • Knowledge of emerging practices and effective systems of care for behavioral health.
  • Proficient use of Microsoft Windows, MS Word, MS Exchange, Outlook, Excel, PowerPoint, and Access; data software knowledge.
  • Administrative skills, including self-initiative, organization, prioritization, and discretion with minimal supervision.
  • Strong interpersonal skills and ability to establish and maintain effective relationships with diverse groups.

Responsibilities

  • Act as the primary administrative lead for DBHDS program oversight of APAL, CoCM grant, and VMAP initiatives.
  • Represent DBHDS on committees associated with APAL and/or CoCM with vendor and stakeholders.
  • Engage with state/federal agencies and professional organizations to plan and implement APAL and CoCM.
  • Provide internal contract administration/oversight and external with the vendor.
  • Provide quality oversight of vendor deliverables/metrics and analyze data for the program.

Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified professional to fill the position of Behavioral Health Access Programs Administrative Lead. This position acts as the primary administrative lead for the Department of Behavioral Health and Developmental Services’ (DBHDS) program oversight of Virginia’s key integrated behavioral health initiatives: the statewide Adult Psychiatric Access Line (APAL), Virginia's SAMHSA PIPBHC grant for the Collaborative Care Model (CoCM), and the statewide Virginia Mental Health Access Project (VMAP). In addition, this position will represent DBHDS on various committees associated with APAL and/or CoCM in association with vendor and other stakeholders around the planning and implementation of APAL and/or CoCM. This includes extensive engagement and collaboration with state agencies, federal agencies such as SAMHSA, private and public entities and professional organizations such as Medical Society of Virginia, American Medical Association, American Academy of Family Physicians, American Society of Addiction Medicine, or American Psychiatric Association. This is a restricted, federal and state grant funded position, ending on September 30, 2027, and is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment in this position beyond the stated end date is contingent upon funding.

Additional responsibilities include:
  • Managing a diverse portfolio spanning both adult and pediatric populations.
  • Developing, implementing, and reviewing quality standards.
  • Coordinating program activities with established APAL vendor and relevant stakeholders.
  • Providing internal contract administration/oversight, as well as external with the vendor.
  • Providing quality oversight of vendor and deliverables/metrics to meet defined program metrics and analyzing data for the program and serving on the data work group.
Minimum Qualifications
  • Experience in operational planning including large-scale project implementation and/or administrative oversight (i.e. procurement processes, contract management, and funding oversight).
  • Experience with report writing using a variety of health data for program evaluation.
  • Knowledge of emerging practices and effective systems of care for behavioral health.
  • Proficiently use a variety of Microsoft Windows, MS Word, MS Exchange, Outlook, Excel, PowerPoint, and Access and data software knowledge.
  • Administrative skills, including self-initiative, organization, ability to prioritize and manage time, and discretion with minimal supervision.
  • Strong interpersonal skills and ability to establish and maintain effective relationships with diverse groups.
