Job summary

New York State Homes and Community Renewal (HCR) seeks a senior leader for the Affordable Housing Corporation (AHC) to guide construction compliance strategy, risk management, and regulatory alignment across its development portfolio. You will partner with agency leadership to advance MWBE/SDVOB/EEO priorities, deliver performance metrics, and influence policy decisions.

Qualifications

• Bachelor’s degree (or equivalent substitutions) and professional experience in construction compliance or related field.
• 6 years of progressively responsible professional experience in construction compliance, housing finance, procurement, or related areas.
• At least 3 years of supervisory or management experience overseeing staff and operations.
• Experience managing complex projects with multiple stakeholders and regulatory requirements.
• Ability to interpret and implement policies and regulatory programs.
• Excellent written and verbal communication across organizational levels and external stakeholders.

Responsibilities

• Lead DECO’s construction compliance strategy across agency development and construction portfolio.
• Establish annual priorities, performance goals, and operational objectives with senior leadership.
• Advise executive leadership on risks, trends, resources, and MWBE/SDVOB/EEO outcomes.
• Oversee operational performance across intake, monitoring, waiver processing, and reporting.
• Provide executive oversight of MWBE/SDVOB waiver processes and enforcement decisions.
• Prepare dashboards, quarterly expenditure reports, and executive briefings; present to the Board.
