Job summary

The New York City Department of Sanitation (DSNY) seeks an Audit and Compliance Analyst to join the Bureau of Commercial Waste. The successful candidate will conduct audits and other reviews related to the department's Commercial Waste Zone program, with occasional site visits as needed.

Key duties include assessing compliance with contracts and laws, developing audit plans, preparing workpapers and reports, collaborating with other units, and supporting corrective action plans and status

Qualifications

  • Master's degree in economics, finance, accounting, business or public administration.
  • Bachelor's degree with two years of professional experience in budget/finance/analytics or related areas.
  • Associate degree with four years of professional experience in the above areas.
  • Four-year high school diploma or equivalent with six years of professional experience in the above areas.
  • To be eligible for Assignment Level II, one additional year of professional experience is required.

Responsibilities

  • Assess the auditee's compliance with Commercial Waste Carter contract terms, laws, rules, and regulations.
  • Participate in surveys and research activities for audits, reviews or special projects.
  • Develop and complete plans detailing procedures to meet audit objectives timely.
  • Prepare workpapers for audits and projects, including summaries, memos, and reports.
  • Collaborate with Bureau units to ensure professional operations.
  • Assist the Audit Supervisor in corrective action follow-up and audit status updates.

Education

Master's degree in economics, finance, accounting, business or public administration
Bachelor's degree with two years professional experience in budget, accounting, economic or financial administration, or fiscal or economic research
Associate degree with four years of professional experience as described above
Four-year high school diploma or its educational equivalent with six years of professional experience as described above

Job description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Under Local Law 199 of 2019, the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ), which transfers the regulation of private waste haulers to the Department of Sanitation.

DSNY is seeking an Audit and Compliance Analyst to join the Bureau of Commercial Waste. The successful candidate will conduct audits and other reviews related to the Department's Commercial Waste Zone program. When warranted, site visits may be required.

Responsibilities include but are not limited to:
  • Assess the auditee's compliance with Commercial Waste Carter contract terms, laws, rules, and regulations;
  • Participate in the conduct of surveys and other research activities for audits, reviews or special projects;
  • Develop and complete plans detailing procedures to meet audit objectives timely;
  • Prepare workpapers for audits and special projects, including spreadsheets, interview write-ups, memos, letters, and reports that reflect audit activities and findings;
  • Collaborate with other units in the Bureau to ensure operations are conducted in a professional manner;
  • Assist the Audit Supervisor in developing and following up on corrective action plans and preparing periodic audit status updates; and, perform related work as directed.
STAFF ANALYST - 12626
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
  • An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
Special Note:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
