Job summary

CalPERS in California is seeking an Attorney V to provide high-level legal advice and contract oversight for health and long-term care matters. The role emphasizes research, writing, negotiation, and collaboration with executive leadership.

Job description

$12,659.00 - $16,883.00 per Month
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Telework Information
This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

Sponsorship
This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship. CalPERS does not participate in E-Verify for employment authorization purposes.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 4.62 percent reduction in pay in exchange for 8 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 4.62 percent reduction in pay.

This position is eligible for a Hire Above Minimum (HAM) salary. Government Code section 19836 authorizes the Department of Human Resources (CalHR) to allow an exception to provide a rate above the established minimum salary range for selected classifications, as determined by CalHR.

Statement of Qualifications
Please provide a Statement of Qualifications (SOQ) for the hiring manager’s review. Applications received without an SOQ or those that do not respond to the specific questions below will not be considered.
The SOQ must be typed, titled “Statement of Qualifications,” and each response must be numbered and list all relevant experience, education, and training, including places of employment, dates, and duties performed.
The SOQ must not exceed two pages in length and must address the following:
1. Describe your experience (including the number of years) researching, analyzing, and providing oral and written legal advice to CalPERS’ or another state agency’s executive and senior management on the most complex, difficult and sensitive health and long-term care benefit-related matters including, but not limited to:
(a) the health and long-term care benefit programs administered by CalPERS under the Public Employees’ Medical and Hospital Care Act (PEMHCA) and Long-Term Care Act; and
(b) the impact of state and federal legislation and regulations on the benefits administered by CalPERS (include experience assisting with the preparation of bill analyses and recommending amendments).
2. Describe your experience (including the number of years) researching, analyzing, and advising CalPERS’ or another state agency’s executive and senior management on highly complex matters involving the establishment and maintenance of contracts with Health Maintenance Organization plans, self-funded Preferred Provider Organization administrators, pharmacy benefit managers, and long-term care programs.
3. Describe your experience (including the number of years):
(a) drafting and negotiating health and long-term care related contractual agreements;
(b) engaging in litigation strategy and oversight, problem definition, and conflict resolution in health and long-term care related litigation;
(c) dealing with the CalPERS Board of Administration (or similar Board), State Legislature, Governor’s Office, Department of Finance and other state agencies, federal agencies and regulators, health plans, and stakeholders on health and long-term care related matters.

Desirable Qualifications
  • Knowledge of and experience with state contracting laws and processes.
  • Knowledge of and experience with information security, data privacy, and data governance.
  • Knowledge of and experience with California and federal health benefits law, including the PublicEmployees' Medical and Hospital Care Act, HIPAA/HITECH, and Medicare; and regulatorycompliance.
  • Knowledge of public pension and retirement law, including the Public Employees’ Retirement Law, public records law and open meetings law.
  • Experience advising on and negotiating complex health-related contracts and procurements.
  • Experience reviewing, drafting and analyzing legislation and regulations.
  • Possess strong oral communication and writing abilities.
  • Possess outstanding analytical skills and contract negotiation skills.
  • Possess excellent interpersonal skills and ability to work with all levels of staff and the public.
