Introduction

The Office of Legal Counsel (OLC) within the Department of Health Services (DHS) is recruiting to fill an Attorney Supervisor position. DHS strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated workforce. DHS works to ensure access to individuals, families, and communities to achieve positive health outcomes in the areas of abuse prevention, mental health, public health, family care, long-term care, and much more.

This position is headquartered at our central office at 1 W. Wilson Street in Madison. The position has the ability to work remotely up to 4 days per week but will be required to report to the Madison office at least 1 day per week. This schedule may vary based on training or operational need.

Position Summary

As an Attorney Supervisor in OLC, you will supervise a staff of attorneys; provide legal advice and counsel to the DHS Secretary’s Office, divisions and bureaus within the Department; participate in the formulation, determination and implementation of management policy; and represent the Department in administrative hearings.

Salary Information

The starting salary is between $54.00 and $59.53 per hour (approximately $112,300-$123,800 annually), plus excellent benefits. You will also receive an additional hourly add-on of $2.75 per hour for supervising attorney staff. A 12-month probationary period is required.

This position is classified as an Attorney Supervisor and is in pay schedule and range 71/01. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. For current employees transferring or promoting into this supervisory role, the current compensation plan allows an increase up to the $59.53 per hour rate or an increase up to $6.48 per hour from the current pay rate.

Job Details

  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee’s headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:

  • Licensure to practice law in the State of Wisconsin or licensed in another state with the ability to become licensed in Wisconsin within 60 days of appointment.
  • Experience researching, analyzing, and interpreting laws and regulations.
  • Experience conducting legal research and drafting legal documents (e.g. pleadings, briefs, legal opinions, etc.).
  • Experience providing legal advice and representation on complex legal issues, including providing legal advice to senior leadership. Complex legal issues may involve intricate regulatory structures, analysis across multiple authorities (such as state law, administrative rules, federal law and/or regulations), or legal issues with significant impact across populations.
  • Experience assigning and overseeing legal projects.

Well-qualified applicants will also have one or more of the following:

  • Formal supervisory experience (e.g., resolving conflict, evaluating employee performance, hiring, discipline, assigning work, etc.).
  • Experience in public health law or in healthcare regulatory compliance or enforcement.
  • Experience in administrative hearings.
  • Experience drafting legislation.
