Knowledge, skills, education, and/or experience// Mandatory:

  • The purpose of this position is to support activities that forward the organization's mission, specifically described in the Department's strategic plan, to address the needs of students with disabilities and other student services.

  • This position provides highly complex special education technical assistance to staff and other agencies and groups on state and federal laws and regulations governing special education.

  • This position conducts investigations and develops legal findings for special education complaints; serves on a regional team with other department staff providing technical assistance in an assigned region.

  • Considerable knowledge of technical issues involved in special education regulations.

  • Knowledge of legal principles and specific skills and ability to analyze complicated issues and to develop responses that are consistent with federal and state laws and regulations governing special education.

  • Demonstrated ability to define problems and apply problem solving technical concerns to complex educational issues; to work collaboratively with colleagues; to manage multiple assignments with critical deadlines; to present complex information to both technical and Client audiences; to work independently to produce reports, etc.; to coordinate work assignments with other pertinent staff; and basic facility with keyboarding and computer technology.

  • Expertise in effective communication, both oral and written, along with the ability to successfully work with school administrators, parents, and community members having an interest or stake in local special education programs.


Desired Skills:

  • An advanced degree in administration, law, special education, or other related fields is preferred. Preferred experience in the area of special education law, administration, or working with programs for students with disabilities, and familiarity with other agencies that provide services to children with disabilities and their families, or dispute resolution.


Role & Responsibilities:

  • Conducts investigations and resolves special education complaints by mandated timelines, regulations, and office protocols.

  • Prepares related correspondence and findings that accurately reflect the application of laws and regulations.

  • Develops and approves corrective action plans.

  • Maintains updated status information on the office's tracking logs on special education complaints, corrective action plans, and CAP implementation process.

  • Assists in coordinating activities related to the revision of special education regulations, procedures, forms, and documents.

  • Responds to FOIA requests as assigned.

  • Uses computer technology and software to enhance the efficiency and coordination of systems, work products, and training.

  • Creates correspondence, memoranda, case findings, charts, and forms with accuracy and reflects proper grammar and proofreading.

  • Maintains an effective case file system.

  • Purges obsolete files annually.

  • Assists in the archiving of complaint case files annually by state procedures and office protocols.

  • Maintains a professional manner with all visitors, callers, staff, and training audiences.

  • Maintains a positive attitude and effective working relationship with supervisor, coworkers, and consumers.

  • Provides coverage for critical functions/areas when needed.

  • Ensures that the work area is safe and neat.

  • Maintains punctual attendance and professional decorum.
