Job summary

ICF seeks an Associate Program Specialist to support day-to-day tasks for multiple electric vehicle infrastructure programs in the Mid-Atlantic. Hybrid work with travel to Columbia, MD or Reston, VA. You will help with reports, stakeholder support, data analyses and program improvements.

Ideal candidates have a Bachelor’s degree or related experience, plus 1+ months in energy or sustainability work. Proficiency in MS Office and SharePoint/PowerBI is preferred.

Associate Program Specialist
Utility Programs and Services - East Delivery

Location: Columbia, MD or Reston, VA (Hybrid - Home Office with Office Travel)

To support our growth, ICF is seeking a candidate to support day-to-day responsibilities for multiple commercial electric vehicle infrastructure and load management programs in the Mid-Atlantic. Working closely with program and portfolio managers, this individual will ensure seamless project implementation and contribute to various deliverables such as creating and managing progress reports, supporting program stakeholders and participants, completing charging data and charging site analyses, and researching products and enhancements.

What you will be doing:

  • Support program management of multiple electric vehicle infrastructure and load management programs, ensuring quality control and adherence to best practices to meet program goal targets.
  • Collaborate with multiple groups to ensure processing, outreach, IT systems, marketing initiatives, customer care, operations, and staff are aligned to reach a common annual goal.
  • Maintain accurate program data for participation, project status, incentive amounts, and customer segments, among other program data.
  • Maintain internal trackers, spreadsheets, status logs, and SharePoint materials to support program management, budget monitoring, quality assurance, and regulatory reporting readiness.
  • Support data quality control by reviewing customer, vendor, and internal program data for completeness, consistency, and potential errors, and by helping resolve missing or questionable information with internal teams, vendors, or the client as appropriate.
  • Support preparation of weekly updates, monthly financial reporting, annual reporting, evaluator requests, and other ad hoc reporting needs for the client.
  • Support utility customers during their program participation journey.
  • Coordinate with vendors and partners to support timely collection of charger utilization, session, uptime, reliability, maintenance, and service response data, consistent with agreed data delivery requirements.
  • Assist with program start-up and continuous improvement activities, including workflow documentation, report template updates, process refinements, escalation path tracking, and lessons learned from Phase I to Phase II implementation.
  • Interface with the client team for day-to-day planning and updates.
  • Provide insight and recommendations for program changes based on existing market knowledge and program trends.
  • Create and maintain Excel spreadsheets and databases for internal tracking to ensure program remains within its budget and stays on track to meet goal.
  • Report program performance to senior leadership regularly.
  • Analyze data and call out trends, find and address errors to resolution.
  • Develop and update high quality client reports within required timelines, provide regular program status updates.
  • Handle and track issues brought by subcontractors, customers, and customer service representatives.
  • Address client and customer issues with a positive attitude.
  • Provide flexible support for additional program implementation, reporting, customer engagement, and operational tasks as needed.
  • Grow into the lead ICF representative for these programs.

What we need you to have (minimum qualifications):

  • Bachelor’s Degree (Business, Information Technology, Economics, Environmental Science or Studies, or related subject preferred but not required), or applicants can substitute one year of related experience for one year of education.
  • 1+ months of experience in energy, environmental, or sustainability work.

What we would like you to have (preferred):

  • Prior experience supporting, or participating in, utility-sponsored demand-side management programs.
  • Proficiency in Microsoft Office applications including Excel, PowerPoint, and Word.
  • Experience with customer management and engagement.
  • Experience coordinating tasks across teams.
  • Ability to work independently in a fast-paced environment while maintaining multiple deadlines with a client-first mindset.
  • General understanding of electric vehicles and the electric vehicle market.
  • Excellent verbal, interpersonal and written communication skills.
  • Strong analytical, problem-solving and decision-making capabilities.
  • Additional skills: SharePoint, Teams, PowerBI

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$61,232.00 - $104,094.00
