SALARY: $100,963 to $161,541 Annually

GENERAL JOB DESCRIPTION

To supervise the technical review of plans, reports, and specifications; to design engineering projects and respond to drainage concerns; to coordinate and enforce floodplain regulations; to provide complex and administrative support to the City Engineer/Public Works Director

PRIMARY DUTIES AND RESPONSIBILITIES
  • Review engineering plans for development projects, including plats, site plans, and vacation requests; provide necessary recommendations.
  • Maintain contact with engineers and agents; review drainage reports, pathway constructions, and highway projects; perform inspections and surveys of current City projects.
  • Conduct research on State laws and City Code Administrative procedures; represent the department and the City of Cheyenne to other departments, divisions, and the public; make presentations and perform surveys and data reduction; aid developers and engineers in reviewing project recommendations.
  • Oversee and participate in the development and administration of the engineering program annual budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
  • Provide staff support to the City Engineer and serve in his or her absence; participate on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
  • Provide staff support to assigned boards and commissions.
  • Attend and participate in professional group meetings for staff and project coordination; stay abreast of new trends and innovations in the field of civil engineering.
  • Plan, direct and coordinate the Engineering work plan; review and evaluate work methods and procedures; meet with the City Engineer to identify and resolve problems.
  • Participate in training for the utilization of GIS systems; provide instruction to employees in the use and application of applicable engineering software.
SECONDARY DUTIES AND RESPONSIBILITIES
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Prepare revisions and update existing standards and policies.
  • Maintains awareness of new developments in the field of engineering; incorporates new ideas and concepts as appropriate into programs and customer service delivery approaches and systems.
  • Attends conferences, webinars, and other training meetings to keep abreast of current trends in the profession.
  • Evaluates and advances in revisions of zoning ordinances, subdivision regulations and design standards, regulations, ordinance, and other regulatory controls.
  • Perform other duties and responsibilities as required.
KNOWLEDGE, SKILLS, AND ABILITIES

  • Identify and respond to community and City Council issues, concerns, and needs.
  • Develop and administer, departmental goals, objectives, and procedures.
  • Prepare clear and concise administrative and financial reports.
  • Prepare and administer large and complex budgets.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
QUALIFICATIONS FOR THE JOB

Required:

  • Wyoming Professional Engineers license.

Preferred:

  • Three (3) or more years’ experience as a Professional Engineer.

The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 50 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
