Actual compensation will depend on a candidate’s education, experience, skills, and geographic location. The anticipated wage for this position is $122,250 - $179,300.

Who We Are: The USIEC team at Lilly plays a pivotal role in ensuring adherence to U.S. trade regulations across all functional areas and business units. Our mission extends from the United States to Puerto Rico and overseas sites, covering activities governed by U.S. Import Export and Trade laws and regulations. We keep our finger on the pulse of trade compliance, providing prompt updates on regulatory changes and equipping functional teams subject to U.S. regulatory jurisdiction with the right tools. USIEC also serves as the primary contact with the multiple government agencies with regulatory authority over U.S. trade.

What you'll do: As a valued member of the USIEC team, the Foreign Trade Zone (FTZ) Lead will be responsible for the expansion of the FTZ program across multiple new and existing sites. The successful candidate will coordinate with key partners to implement a new FTZ structure and ensure compliance with all relevant regulations. Initial training and continuing education will be key as external laws, regulations, and the environment changes frequently. This role demands a commitment to learning, as the intricacies of U.S. import/export controls, trade sanctions, and product flow require depth of knowledge. Key Responsibilities

  • FTZ Program Management: Ensure the successful expansion and management of the Foreign Trade Zone (FTZ) program, contributing to financial savings and increased operational capacity in line with the organization’s “Accelerate, Reach and Scale” initiatives. This role will support FTZ use for internal and external manufacturing, as well as occasional FTZ support for clinical trial development.
  • FTZ Structure Establishment: Lead the establishment of new FTZ structures and zones at five new manufacturing sites.
  • Stakeholder Collaboration: Partner with external consultants and internal collaborators, including Manufacturing Strategy, Supply Chain, Finance, Procurement, Tax, and Legal, to structure operations at seven FTZ sites.
  • Central Oversight and Automation: Maintain central oversight of all FTZ locations, ensuring they are organized and documented consistently, including the automation of the FTZ management process.
  • Audit Readiness: Ensure all sites are audit-ready at all times. Coordinate processes to receive and host U.S. Customs and Border Protection (CBP) visits and audits at all sites.
  • Compliance Oversight: Oversee compliance at each FTZ and partner with Site Coordinators to ensure the training of site personnel, handle admissions/withdrawals, conduct visual checks and controls, perform inventory reconciliation, complete annual government reporting, and host U.S. CBP visits/audits.
  • External Representation: Represent Lilly externally with U.S. government agencies and outside legal counsel as needed.
  • Trade Solutions Application: Apply FTZ as a trade solution to facilitate forward processing when FDA regulations restrict the importation of drug products or substances.
  • Duty Avoidance Support: Support duty avoidance solutions through the use of the FTZ.
  • Strategic Partnership: Routinely partner with Manufacturing Strategy, Supply Chain, and Launch teams to advise on and support strategic solutions to facilitate trade.

Basic Qualifications

  • Bachelor Degree
  • Minimum of 5 years of experience in Supply Chain, Finance, FDA/Regulatory Affairs, Quality or trade compliance experience
  • Qualified applicants must be authorized to work in the United States on a full-time basis. Lilly will not provide support for or sponsor work authorization and/or visas for this role.

  • Strong organizational and leadership skills
  • Ability to coordinate with multiple collaborators and manage complex projects
  • Knowledge of U.S. Customs regulations and compliance requirements.
  • Experience in FTZ management.
  • Experience with automated FTZ management systems.
  • Proficiency in navigating SAP
  • Have the ability to investigate, test for compliance, evaluate options, and take corrective action.
