Job summary

Otsuka Pharmaceutical Co., Ltd seeks an Associate Director of Procurement Policy and Process to advance procurement operations for North America. You will maintain and enhance policies, partner with sourcing, finance, technology and legal to evolve processes and ensure compliant, efficient sourcing across the organization.

You will lead policy creation, standard operating guidelines, and governance to deliver measurable improvements in spend management, supplier relationships and regulatory

Qualifications

• Deep knowledge of Source to Pay processes and best practices within pharma tech environments.
• Strong understanding of procurement compliance, risk management and regulatory requirements.
• Familiarity with procurement technology platforms and SAP Ariba.
• Excellent stakeholder management, communication and training skills.
• Analytical mindset with ability to design and implement metrics, SLAs and scorecards.
• Proven delivery on transformative procurement projects.

Responsibilities

• Develop and enforce procurement policies, procedures and SOPs aligned with regulatory requirements and governance.
• Lead end-to-end S2P process improvements in collaboration with Sourcing, Legal, Finance and IT.
• Ensure compliance with federal, state and local procurement laws and taxability regulations.
• Provide training and guidance to procurement teams and business partners on policies and procedures.
• Build dashboards and analytics to measure spend, cycles times and savings across S2P.
• Drive change management and adoption of digital tools including AI capabilities.
