Job summary

Otsuka Pharmaceutical Co., Ltd. seeks an Associate Director of Procurement Policy and Process to lead the維 procurement policy and process enhancements for North America.

You will collaborate with Sourcing, Finance, Technology, Legal and business partners to evolve and optimize end-to-end Source to Pay operations and ensure compliance across the organization. You will drive development and implementation of procurement strategies, policies, and governance, including KPI dashboards and advanced

Qualifications

• Deep knowledge of S2P processes and best practices including SAP Ariba.
• Strong understanding of procurement compliance, risk management, and regulatory requirements within the pharma industry.
• Familiarity with procurement technology platforms.
• Excellent stakeholder management, communication and training skills.
• Analytical mindset with the ability to design and implement metrics, SLAs and scorecards.
• Proficient in AI and analytics tools, Gen AI platforms and digital storytelling.
• Demonstrated successful delivery on transformative projects.
• Strategic mindset with financial acumen to assess ROI and cost-benefit for process improvements.

Responsibilities

• Supports the development and implementation of procurement strategies aligned with organizational goals and forecasting needs.
• Ensure compliance with federal, state, and local laws and procurement policies.
• Develop, update and enforce procurement policies and SOPs.
• Support maintenance for procurement compliance issues and governance controls.
• Collaborate to embed regulatory risk in purchasing processes.
• Identify and implement end-to-end S2P improvements across sourcing, contracting and supplier management.
• Partner with Sourcing and Vendor Management to optimize supplier relationships.
• Establish and maintain approval workflows and delegation of authority thresholds.
• Promote standardized templates, RACI matrices, and playbooks for consistency across categories.
• Provide training to internal procurement teams and business partners on policies and procedures.
• Collaborate with IT to define system requirements and workflows for procurement platforms.
• Build KPIs and dashboards for spend, performance, cycle times and savings.
